While education has traditionally been considered a catalyst of social transformation, there is now a growing awareness that the vertical expansion and spread of education have acutally served to increase the economic distance between divergent groups in society. How critical is education in the development struggle of a third world country? Responding to popular demands for more accessible education, the Guyanese government instituted numerous educational reforms, hoping to promote economic growth in both the modern and the traditional sectors of the economy. Many in the traditional sector, however, saw education as a means of economic advancement, and sought increasingly to move into higher social strata through employment in the modern sector. Consequently, the civil service and private firms gained an oversupply of personnel, while agriculture and small business suffered, and unemployment increased. The author examines Guyana’s educational system from historical, political, social, and economic perspectives, and draws implications for other developing countries.

Little is documented on educational schemes helping the marginalized Scheduled Castes and Scheduled Tribes in rural India. This study documents new avenues of addressing social and gender inequality within the ethnic community of Kanjars through education and improvements in hyigene. Pardada Pardadi Educational Society (PPES) is an innovative NGO providing education to girls from lower castes in Uttar Pradesh. In a project created to engage Kanjar girls, PPES made use of a targeted incentive, a solar lantern, to reward girls with good school attendance as well as to address one of the local community’s needs, that of a clean and cost effective lighting source. This study analyzes the attendance rates of girls before and after the introduction of solar lanterns. In addition, surveys and interviews provide qualitative insights. The overall findings reveal that girls with a solar lantern not only attain higher average attendance but also take onwership of their education.
