The Democratic Republic of Congo faces the challenge of providing universal primary education and expanding opportunities for post-secondary education and training for its youth, ages 12 to 24. This study analyzes the current educational attainment and school enrollment status of youth, as well as the formal and informal post-secondary educational and training opportunities available to them. The study uses the results of a simulation model that incorporates enrollment in alternative education programs and considers alternative scenarios for developing the post-primary sector. Each scenario is evaluated for the impact on the human capital accumulation of young people and the sustainability of public expenditures. The report offers policy options for rapidly raising the educational attainment of young people who will be entering the labor force in the next two decades, including expanding opportunities for alternative education and training for out-of-school children, the extension of primary education, and the reorganization of secondary and technical/vocational training to reduce early specialization.

The Democratic Republic of Congo (DRC) has been widely derided as a failed state, unable to meet the basic needs of its citizens. But while state infrastructure continues to decay, many essential services continue to be provided at the local level, often through grassroots initiatives. So while, for example, state funding for education is almost non-existent, average school enrolment remains well above average for Sub-Saharan Africa. This book addresses this paradox, bringing together key scholars working on public services in the DRC to elucidate the evolving nature of governance in developing countries. Its contributions encompass a wide range of public services, including education, justice, transport, and health. Missiological education is an emerging discipline still working to define itself and the challenges it faces. In this paper, it is to be understood as studies about the mission God imparted to the church. Given its correlation with God’s mission (missio Dei), the mission of the church (missio ecclesiae) is global, going from and to the whole earth (oikumene). It also concerns the whole human being (holistic/wholistic), taking into account physical, psychological, and spiritual felt needs. If education allows learners to transform their society and themselves (Sidorkin, 2011, p. 524), how can missiological students transform their churches by making them both “mission-minded congregations” and “in-mission communities”? What kind of missiological education will cause students to engage their churches in missio Dei and to transform themselves? These questions cry out for scholarship on learning theory, pedagogies/andragogies, and methodologies as they relate to the discipline of missiology. Without doubt, the study of educational philosophies will shed new light.
