This thesis consists of four self-contained empirical studies, with three underlying themes: Migration, Education and Culture. First, using annual data over the period 1820-2010, Chapter 2 examines the productivity effects of immigrants' traits on growth in Argentina, Australia, Brazil, Canada, New Zealand and the United States. Immigrants' traits such as wealth, culture, institutions, R&D knowledge, and education are traced back to their country of origin. Culture is found to be consistently the most important productivity-enhancing trait of immigrants, followed by education. Second, using annual data over the period 1850-2010, Chapter 3 examines the impact of immigration as well as the immigrants' educational and cultural background on unemployment in Argentina, Australia, Brazil, Canada, New Zealand and the United States. The results show that immigrants lowered unemployment before WWII but not thereafter and that immigrants from Protestant countries have lowered unemployment throughout the entire period, 1850-2010. Third, using panel data on the eight Australian states and territories, Chapter 4 examines the effects of migration on house prices in Australia from 1971-2013, accounting for both international and internal migratory movements. The results show that migration driven population growth has a significant effect on house prices in the short-run and that inter-state migration needs to be account for due to the large inter-state movements. Overall, the other results are relatively consistent with existing literature. In the short-run, housing prices are significantly driven by inertia in house prices, interest rates, the unemployment rate and income. In the long run however, house prices are driven by their replacement costs, measured by construction costs. Last, using panel data of 21 OECD countries from 1820 to 2009, Chapter 5 seeks to explain the mass rise in education we have witnessed in the last few centuries. Specifically, it examines the impact of government regulation in the form of compulsory schooling laws and child labour laws, culture, life returns to education, structural changes in the economy and the sequential nature of schooling on school enrolment rates - primary, secondary and tertiary. Results suggest that primary and secondary schooling is significantly influenced by government regulation on schooling and that more liberal cultural values, higher life expectancy and an expansion of the knowledge intensive sector have a positive effect on enrolment across the three levels of schooling.

The recent refugee surge has brought attention to the macro-critical policy issue of migration, including speculations that migration can be an unfavorable phenomenon for the receiving economies. A careful examination of the impact of migration on host economies is thus critical. Focusing on the economic impact, most of the academic discussion has centered on the effect of migration on labor markets and public finances. Much less is known about the long-term impact of immigration on the GDP per capita (or the standard of living) of host economies. This note makes three contributions to estimating this impact: it uses a restricted sample of advanced economies rather than a mixed sample of higher- and lower-income host countries, it examines whether the GDP per capita impact varies for different skill levels of migrants, and it goes beyond the aggregate impact of migration on GDP per capita to examine how broadly gains in this regard are shared across the population. In particular, it examines whether migration impacts the income levels of those both at the top and at the bottom of the earnings distribution, or whether gains are instead concentrated in a small group of high earners. It finds that immigration significantly increases GDP per capita in advanced economies, that both high- and lower-skilled migrants can raise labor productivity, and that an increase in the migrant share benefits the average income per capita of both the bottom 90 percent and the top 10 percent of earners, suggesting the gains from immigration are broadly shared.

This book examines the trends, determinants, and impacts of migration of high-skilled workers within the European Union (EU) over the last two decades. The main thesis is that high-skilled migration, whether internal or international, is largely a symptom rather than a cause of the gaps persisting across European regions in terms of labor market and educational opportunities, productivity, welfare and quality of institutions. Free movement within the EU enables workers and firms to take advantage of these gaps by moving from low- to high-productivity sectors and regions. This process, however, generates winners and losers depending on the extent of the complementarity and substitutability between migrants and natives and on the capacity of sending regions to realize benefits from return or circular migration and other knowledge spillovers. The study assesses the economic benefits and the costs of skilled migration in the short and long run, emphasizing the potential implications of a large outflow of highly qualified workers on the economies of the sending regions. Based on the empirical analysis carried out, the book formulates recommendations for labor market and education policies. The ultimate aim is to identify effective ways to address the various costs that migration induces among different skill groups within both migrant- sending and receiving regions and improving cross-country coordination to better unlock the overall benefits of migration.

Even with the rapid change in the state's modern machineries, political system and institutions, more responsibility and cooperation is required to tackle the relation between education, migration and development. Education must empower people of ages and market levels to realise their full potentials by becoming an effective instrument to provide an answer for linking education, migration and development. The policy dialogue and discussion must open despite many agreements and disagreements.
