Whilst migration has become a structural feature of most European countries, the integration of foreigners in the labour market continues to raise concerns. Evidence across countries shows that migrants are more often over-educated than natives. Over the last years, scholarship has intended to capture the effect of informal networks on migrants’ over-education. Interestingly, no study has looked into the Italian case, yet a country for which the effect of networks on education-occupation mismatch is well documented. This article has two objectives: it assesses the extent to which over-education affects migrants and it evaluates the role informal networks play in producing it. We find that foreigners are more over-educated than natives but that the role of networks is consistent across the two groups. Empirical evidence is drawn from the application of quantitative and counter-factual methods to PLUS 2018 – Participation, Labour, Unemployment Survey.

The paper provides a quantitative assessment of social returns to education in Italy. It shows that, after controlling for individual characteristics, local average human capital is positively correlated with individual wages, with estimated social returns between 2 and 3 percent. This result is robust to alternative estimation methods and does not seem to depend on endogenous sorting. The paper also shows that social returns are higher in the lagged areas of the south of Italy.

An international discussion on adequate education and new forms of learning was embedded in post-1989 socio-political scenario, which increasingly pronounced a knowledge-based economy. The idea of a time-framed instruction restricted to initial life stages was outdated in a dynamic society, that had changed continuously due to socio-political, economic and technological transformations. The European Union reacted accordingly and suggested to make learning a lifelong and lifewide process promoting geographical mobility for educational and professional motivations in order to stimulate economic growth and personal advancement on the social ladder. However, recent data shows that successful educational and professional integration and thus an adequate match of competences and occupational profiles is still unsatisfactory in numerous European contexts, especially when speaking of qualified mobility. Until the mid-1990s, the share of migrants in Italy was relatively low in international comparison. With a persistent demand for foreign workers in low-skilled and low-paid jobs, the proximity of conflict areas and the enlargement of the European Union to Romania and Bulgaria in 2007, migration to Italy increased rapidly over the last 15 years. This report presents an overview of the skills and qualifications of immigrants in Italy, their key labour market outcomes in international comparison, and their evolution over time, given the highly segmented Italian labour market and its high share of informal jobs. It analyses the framework for integration and the main integration policy instruments. Special attention is paid to funding issues and to the distribution of competences between national and sub-national actors. This paper studies the relationship between internal mobility and overeducation. Using a large survey on the Italian labour market, it estimates the effect of workers' spatial flexibility (precise information on commuting and migration) on their probability of being overeducated. The analysis tries to deal with two possible causes of misspecification, which can bias the correlation between migration and overeducation downward: the endogeneity of migration and the omission of relevant job characteristics. This adds to the received literature. It also deals with selection into employment and controls for area and personal characteristics, including several proxies for individual's ability. Results show that commuting is positively correlated with the quality of the education-job match. On the contrary, the conventional wisdom that internal migration unambiguously reduces the incidence of overeducation does not receive empirical support. The negative correlation between migration and overeducation vanishes once job characteristics are included in the analysis and becomes positive when migration is instrumented. These findings can be easily rationalized by incorporating some of the suggestions of the literature on international migration into the standard framework used in spatiallybased explanations for overeducation. From a policy perspective, it seems fair to conclude that the link between internal migration and overeducation remains unclear and that further research is needed in order to better ground policy prescriptions.
