Governments around the world are trying to come to terms with new technologies, new social movements and a changing global economy. As a result, educational policy finds itself at the centre of a major political struggle between those who see it only for its instrumental outcomes and those who see its potential for human emancipation. This book is a successor to the best-selling Understanding Schooling (1988). It provides a readable account of how educational policies are developed by the state in response to broader social, cultural, economic and political changes which are taking place. It examines the way in which schools live and work with these changes, and the policies which result from them. The book examines policy making at each level, from perspectives both inside and outside the state bureaucracy. It has a particular focus on social justice. Both undergraduate and postgraduate students will find that this book enables them to understand the reasoning behind the changes they are expected to implement. It will help to prepare them to confront an uncertain educational world, whilst still retaining their enthusiasm for education.

This volume is the companion to the 1997 collection of international education indicators from the Organisation for Economic Cooperation and Development (OECD), "Education at a Glance--OECD Indicators." It aims to deepen the analysis of current policy issues and facilitate interpretation of data using selected indicators of particular relevance to policy issues under consideration. The five chapters analyze topics of concern to a broad audience: (1) costs and expenditures; (2) the stock of human capital available to OECD economies; (3) the literacy performance of adults in 12 countries; (4) educational failure and success; and (5) the efficiency and effectiveness of tertiary education in responding to new interests and needs of learners. Policies to increase equity and efficiency in education and training should consider not only the incentives for pursuing further studies, but the quality of and attitudes toward learning in a lifetime perspective. One of the most telling education indicators in the years ahead will be the rate at which adults engage in organized education or training. So far, this sort of learning activity has been concentrated among those with the greatest amount of initial schooling, but reducing that distortion would bring a "learning society" closer to reality. Each chapter contains references. A statistical annex provides data for the figures. (Contains 2 tables and 36 figures.) (SLD)

This book reports on a five-year longitudinal study of the policy relating to the introduction of Liberal Studies, which was developed as an interdisciplinary curriculum in the New Senior Secondary (NSS) academic structure in post-colonial Hong Kong. It also examines the implementation of Moral and National Education, which has become one of the most recent controversial issues in Hong Kong’s education policy. Adopting a cross-subject perspective, it concludes by illustrating the roles of Liberal Studies and Moral and National Education in strengthening multi-disciplinary learning and citizenship education in the NSS academic structure.

The States And Public Higher Education Policy written by Donald E. Heller and has been published by JHU Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003-05-01 with Education categories.

Among the many challenges facing higher education today, affordability, access, and accountability are increasingly commanding the attention of the public and policymakers alike. As students and their families struggle to meet rising tuition prices, and state resources for the funding of higher education are constrained, policymakers confront issues of affordability within state and institutional budgets. Changing demographics and challenges to affirmative action complicate the admissions process even as colleges and universities seek to diversify enrollments. And issues of institutional accountability have given rise to the restructuring of higher education governing boards and systems and to a reexamination of the role of public trustees in governance. In The States and Public Higher Education Policy, Donald E. Heller and other higher education scholars and practitioners explore the debates surrounding issues of affordability, access, and accountability. In a concluding chapter, Heller considers the impact of technology on public colleges and universities, a subject that dominates many discussions of higher education. Offering a broad perspective that will appeal to policymakers and educators, The States and Public Higher Education Policy provides an unobstructed view of key issues that will shape the future of higher education.
