In 2024, education and training systems have a 'unique potential' to build the foundations of equitable, sustainable societies. In the OECD National Survey for Comparative Policy Analysis 2023: Empowering Learners to go Green, 90% of participating systems identified environmental sustainability as a key priority for 2024. There is no trade-off between addressing the biggest challenge facing people and the planet and responding to other external shocks and long-term evolutions, especially since these will only become increasingly interdependent. This implies empowering lifelong learners, institutions and education systems with the agency required to act, today. Building on the OECD's Framework of Responsiveness and Resilience in Education Policy, survey responses from 36 education systems and international policy analysis, this report explores how education systems can: 1) translate learners' awareness into environmental action; 2) provide learners with experiences to shape the green economy; and 3) position education as a strategic sector for the green transition. By exploring these areas, the report aims to support countries to follow up on the goals established by the 2022 OECD Declaration on Building Equitable Societies Through Education. Teacher shortages have intensified across several OECD countries, making this an urgent priority for education systems. Between 2015 and 2022, the share of students whose principals reported shortages rose from 29% to 46.7% on average across the OECD. Simultaneously, rapid technological advances, such as artificial intelligence (AI), and broader socio-economic shifts, increase the need to support teachers in delivering quality education in evolving contexts. Addressing both the number of teachers and ensuring they possess the skills to meet new educational needs is essential for student success. This report presents a policy roadmap to help education systems balance the supply and demand for quality teaching in these changing times. Drawing on responses from 33 education systems to the Education Policy Outlook National Survey for Comparative Analysis, as well as additional evidence, the report outlines current challenges and key factors in their interplay. It also explores policy responses to attract, retain, and develop teachers, enhancing their teaching practices and professional learning. In doing so, the report aims to support countries in advancing the goals set by the 2022 OECD Declaration on Building Equitable Societies Through Education. Inclusive and sustainable economic growth in the six Western Balkan (WB6) economies depends on greater economic competitiveness. Although the gap is closing gradually, the standards of living in WB6 are well below those of the OECD and EU. Accelerating the rate of socio-economic convergence will require a holistic and growth oriented approach to policy making. This is the fourth study of the region (formerly under the title 'Competitiveness in South East Europe') and it comprehensively assesses policy reforms in the WB6 economies across 15 policy areas key to strengthening their competitiveness. It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations. The regional profile presents assessment findings across five policy clusters crucial to accelerating socio-economic convergence of the WB6 by fostering regional co-operation: business environment, skills, infrastructure and connectivity, digital transformation and greening. Economy-specific profiles complement the regional assessment, offering each WB6 economy an in-depth analysis of their policies supporting competitiveness. They also track the implementation of the previous 2021 study's recommendations and provide additional ones tailored to the economies’ evolving challenges. These recommendations aim to inform structural economic reforms and facilitate the region’s socio-economic convergence towards the standards of the EU and OECD.
