Big cities have struggled to improve public school systems. This book shows why—and offers a framework for achieving future success. Critical Small Schools: Beyond Privatization in New York City Urban Educational Reform features the most current empirical research about the successes and challenges of the small schools movement and the implications of such for urban public educational policy. Situated in a climate of hierarchical reform, many of the principles of the original small schools movement——which are rooted in community participation, innovative pedagogies and assessment, and equity and social justice——have become obscured by an educational agenda that emphasizes top-down mandates and standards-based reform. With the increased popularity and the rapid proliferation of small schools, the emphasis on ‘‘size only’’ has resulted in a bifurcation of the small schools movement; on one end are the small schools which have embraced the democratic, participatory, and self-governing nature of the original movement, while on the other end are schools that have simply reduced their size without rethinking school structures and practices. This book distinguishes the small schools featured and researched in this volume from schools that are simply small and labels them ““critical small schools.”” By documenting the practices that take place in various critical small schools in New York City, we show how these schools have narrowed the achievement gap and increased graduation and college acceptance rates. Although smallness is an essential feature in the design of these schools, it is certainly not the only one and this volume illuminates the other elements that contribute to these schools’’ successes and shortcomings. Critical Small Schools also challenges the recent emphasis on charter schools as a panacea for urban educational reform. By featuring research about the inner workings of public schools, this volume challenges this new direction that steers successful school development away from public education. A 2020 AESA Critics' Choice Book Award winner The rise of high-stakes testing in New York and across the nation has narrowed and simplified what is taught, while becoming central to the effort to privatize public schools. However, it and similar reform efforts have met resistance, with New York as the exemplar for how to repel standardized testing and invasive data collection, such as inBloom. In New York, the two parent/teacher organizations that have been most effective are Long Island Opt Out and New York State Allies for Public Education. Over the last four years, they and other groups have focused on having parents refuse to submit their children to the testing regime, arguing that if students don’t take the tests, the results aren’t usable. Since the 1980s, strategies for improving public education in America have focused on either competition through voucher programs and charter schools or standardization as enacted into federal law through No Child Left Behind. These reforms, however, have failed to narrow the performance gap between poor urban students and other children. In response, parents have begun to organize local campaigns to strengthen the public schools in their communities. One of the most original, successful, and influential of these parent-led campaigns has been the Community Collaborative to Improve District 9 (CC9), a consortium of six neighborhood-based groups in the Bronx. In Organizing for Educational Justice, Michael B. Fabricant tells the story of CC9 from its origins in 1995 as a small group of concerned parents to the citywide application of its reform agenda--concentrating on targeted investment in the development of teacher capacity--ten years later. Drawing on in-depth interviews with participants, analysis of qualitative data, and access to meetings and archives, Fabricant evaluates CC9's innovative approach to organizing and collaboration with other stakeholders, including the United Federation of Teachers, the NYC Department of Education, neighborhood nonprofits, and city colleges and universities. Situating this case within a wider exploration of parent participation in educational reform, Fabricant explains why CC9 succeeded and other parent-led movements did not. He also examines the ways in which the movement effectively empowered parents by rigorously ensuring a democratic process in making decisions and, more broadly, an inclusive organizational culture. Dissecting twenty years of educational politics in our nation’s largest cities, American School Reform offers one of the clearest assessments of school reform as it has played out in our recent history.
