This text explores how the dynamics of globalization and privatization have influenced State policy and impacted education reform in Honduras. It makes the argument that understanding education reform in post-colonial contexts requires that scholars go beyond a surface-level description of such trends as privatization to consider, in addition, the ways that the logics, practices, and relationships that characterized colonialism continue to be embedded in the apparatus of modern States. The first part of the volume documents historical trends and the evolution of privatisation in Honduras, while the second part explicitly engages in an extended discussion of State theory, before shifting to present a framework for depicting how these logics are the foundational layer upon which states and global governance have been constructed. The framework draws upon scholarship from political economy, world systems, and post-colonialism to depict the "ethos of privatization" at the core of post-colonial States, wherein what drives the system is private benefit, in the interest of individuals and their networks, but not in the interest of those outside the State. Applying this unique framework to the case of Honduras and offering empirical analysis of the Honduran education sector, the changing role and priorities of the State, and the increasing involvement of international organizations, NGOs, and private actors in the provision of education, the text increases understanding of how State theory interacts with broader global dynamics to impact education. The key to sustained and equitable development in Latin America is high quality education for all. However, coalitions favoring quality reforms in education are usually weak because parents are dispersed, business is not interested, and much of the middle class has exited public education. In Routes to Reform, Ben Ross Schneider examines education policy throughout Latin America to show that reforms to improve learning--especially making teacher careers more meritocratic and less political--are possible. Several Andean countries and state governments in Brazil achieved notable reform since 2000, though on markedly different trajectories. Although rare, the first bottom-up route to reform was electoral. The second route was more top-down and technocratic, with little support from voters or civil society. Ultimately, by framing education policy in a much broader comparative perspective, Schneider demonstrates that contrary to much established theory, reform outcomes in Latin America depended less on institutions and broad coalitions, but rather--due to the emptiness of the education policy space--on more micro factors like civil society organizations, teacher unions, policy networks, and technocrats.

Latin America higher education has undergone an astonishing transformation in recent years, highlighted by the private sector's growth from 3 to 34 percent of the region's total enrollment. In this provocative work Daniel Levy examines the sources, characteristics, and consequences of the development and considers the privatization of higher education within the broader context of state-society relationships. Levy shows how specific national circumstances cause variations and identifies three basic private-public patterns: one in which the private and public sectors are relatively similar and those in which one sector or the other is dominant. These patterns are analyzed in depth in case studies of Chile, Mexico, and Brazil. For each sector, Levy investigates origins and growth, and then who pays, who rules, and whose interests are served. In addition to providing a wealth of information, Levy offers incisive analyses of the nature of public and private institutions.
