De jeugdhulp in Vlaanderen vandaag wordt opgebouwd op fundamenten die ontworpen werden in de 19e eeuw, in de context van de nieuwe Belgische natiestaat. In de loop van de 19e eeuw ontstaat de overtuiging dat sociale problemen verholpen en vermeden kunnen worden, door tussen beide te komen in de opvoeding van kinderen. Die opvatting bouwt verder op de pedagogische paradox in de klassieke opvatting over de functie van opvoeding: opvoeding in de privésfeer dient de publieke functie van het gepaste burgerschapsideaal te realiseren. De geschiedenis van de jeugdzorg laat zich lezen als de institutionalisering van deze pedagogische paradox, terwijl tegelijk het bereik van de jeugdzorg exponentieel uitbreidt. In die uitbreiding van de jeugdzorg is een sociale logica aan het werk, waarin de confrontatie aangegaan wordt tussen opvoedingssituaties “achter de voordeur” met maatschappelijke, openbaar vertolkte verwachtingen jegens de opvoeding van kinderen. Die confrontatie wordt aangegaan via de tussenkomst van personen die daartoe gemandateerd werden. Ook de professionalisering van de jeugdzorg neemt door de geschiedenis heen exponentieel toe. Dit sociaal-pedagogisch perspectief leidt tot een kritische behandeling van het regime onder de Wet op de Kinderbescherming (1912), de Wet op de Jeugdbescherming (1965), de Decreten inzake de Bijzondere Jeugdbijstand (1985/1990), het Decreet inzake de Integrale Jeugdhulp (2013). De verwevenheid van pedagogische paradox en sociale logica wordt in elk stelsel verder verfijnd. De jeugdhulp heeft in die verwevenheid gestalte gegeven aan sociaal beleid, in de context van de zich ontwikkelende democratische welvaartsstaat. Merkwaardig is het dan ook dat het ingrijpen in de opvoeding, vooral vanuit de ongeargumenteerde noodzaak tot ingrijpen werd ingezet. Hierin schemert tegelijk de zorg om de samenleving te beschermen door, en tegelijk de zorg aan kinderen een recht op goede opvoeding toe te verlenen. Door de verwijzing naar sociale grondrechten in de integrale Jeugdhulp vandaag, staat de jeugdhulp voor de opgave op een communicatieve manier vorm te geven aan haar tussenkomsten, door vatbaar te blijven voor de vraag waarom?
