"Areas of limited statehood are ubiquitous. Most states in the contemporary international system contain areas in which states are too weak to set and enforce rules and/or lack the monopoly of the use of force. The modern ("Western") nation-state with full control over its territory and sufficient capacity to enforce the law is the exception rather than the rule. At the same time, areas of limited statehood are neither ungoverned nor ungovernable. Some actors always engage in governance. Rebels, "traditional" authorities, companies, (I)NGOs and foreign governments seek to make rules and provide collective goods and services, such as security, human rights and the rule of law, democracy, health, education, food security, and others. Three drivers, alone or in combination, explain effective "governance under anarchy": First, the governing actors and institutions must enjoy legitimacy and social acceptance. Second, governance institutions have to be "fit for purpose," adequately resourced, as well as inclusive, fair, and transparent. Third, social trust relations among citizens and within local communities are crucial in enabling collective action capacity "under anarchy.""--

How can effective and legitimate governance be ensured where state institutions are weak? This is a key question for domestic and international politics. One answer to this question that has received considerable attention in political science, but also among development agencies and international organizations, is virtuous circles of governance. In such circles, effective and legitimate governance are thought to be mutually reinforcing. The idea is that more effective governance leads to more legitimacy and more legitimacy to more effectiveness in governance. In many parts of the world, however, state institutions are weak and citizens perceive governance as ineffective and governance actors lack legitimacy. This places a large question mark behind the idea of virtuous circles of governance. Effective and Legitimate Governance in Areas of Limited Statehood asks: How likely are virtuous circles of governance to evolve in areas of limited statehood? The central claim of this book is that virtuous circles of governance are possible in areas of limited statehood, but more likely to evolve for external and non-state actors than for the state. The state is often part of the governance problem rather than the solution. Based on a new theoretical model for the interplay between effective and legitimate governance, the study provides in-depth empirical evidence for its argument by drawing on innovative qualitative and quantitative data. The case studies of Sub-Saharan Africa, Nigeria, and Afghanistan underline the key argument by considering state, external, and non-state actors. The book offers conceptual innovations, new empirical evidence, and policy recommendations of how to ensure effective and legitimate governance in areas of limited statehood.

In 1947, British India-the part of South Asia that is today's India, Pakistan, and Bangladesh-emerged from the colonial era with the world's largest centrally managed canal irrigation infrastructure. However, as vividly illustrated by Tushaar Shah, the orderly irrigation economy that saved millions of rural poor from droughts and famines is now a vast atomistic system of widely dispersed tube-wells that are drawing groundwater without permits or hindrances. Taming the Anarchy is about the development of this chaos and the prospects to bring it under control. It is about both the massive benefit that the irrigation economy has created and the ill-fare it threatens through depleted aquifers and pollution. Tushaar Shah brings exceptional insight into a socio-ecological phenomenon that has befuddled scientists and policymakers alike. In systematic fashion, he investigates the forces behind the transformation of South Asian irrigation and considers its social, economic, and ecological impacts. He considers what is unique to South Asia and what is in common with other developing regions. He argues that, without effective governance, the resulting groundwater stress threatens the sustenance of the agrarian system and therefore the well being of the nearly one and a half billion people who live in South Asia. Yet, finding solutions is a formidable challenge. The way forward in the short run, Shah suggests, lies in indirect, adaptive strategies that change the conduct of water users. This book shows that the security, economic, political, and social problems challenging national security, democracy, and good governance currently in Nigeria would get better or worse, depending on what happens to the 71 percent of Nigerias population still living below the poverty line. This is in spite of the billions of petrodollars that Nigeria garnered as revenue over the past few decades. It reveals that one does not need to be a political prophet to predict that if these challenges are not successfully addressed through good governance and inclusive growth, this country will witness worse civil disobedience, violence, revolts, militancy, breakdown of law and order, more kidnappings, and more of the citizens trying to check out of the country to other parts of the world in the future. It concludes, however, that under such intense pressures, the Government of Nigeria, even if it is simply for its self-preservation, will be forced by the objective conditions to move against the interests of the dominant groups and classes in Nigeria. These are the ones who have, for long, captured and hijacked state power and the resources of the country for their exclusive use. There is this perception that Nigerians dont write and read. This perception is deep-seated, even among intellectuals who see our authors as shallow researchers. But Dr. Dan Mou has debunked that myth and shown that Nigerians can write well-researched and detailed books. It is quite prophetic in its assessment of the Nigerian State (Agbo Agbo, deputy editor, The Nation). Dr. Dan Mou has proven himself a world-class scholar and an intellectual colossus. His reputation as an internationally renowned public policy expert has continued to soar. This book expands on the existing literature on the international dimension of democratization by introducing the concept of democracy projection. Democracy projection is defined as the projection of (democratic) norms through the every-day practice of interactions - beyond any donor-recipient relationship - between states and foreign civil society actors on issue areas where both sides have interests to defend. The edited volume examines a variety of such issue areas, including trade, anti-corruption, applied research, gender and LGBTI, focusing on EU practices in its everyday dealings with civil society in the Southern Mediterranean. Based on comparative case studies relying on extensive interviews, direct observations and content analysis, the chapters in this book conclude that the extent to which democracy is projected varies according to four main factors: the EU’s perceived interest, its ideational commitment to norms of dialogue and inclusion, the degree of institutional inertia, and dominant discourses/structures of meanings which preclude EU engagement on substance. Transversal Democracy Projection in the Mediterranean will be of interest to students and scholars of Political Science, International Relations, and Democratisation studies. No scholar better exemplifies the intellectual challenges foisted on the Neorealist school of international relations than prominent scholar Stephen Krasner (Graham H. Stuart Professor of International Studies, the Senior Associate Dean for the Social Sciences, School of Humanities & Sciences, and Director of Policy Planning at the US State Department 2005-2007). Throughout his career he has wrestled with realism's promises and limitations. Krasner has always been a prominent defender of realism and the importance of power understood in material terms, whether military or economic. Yet realist frameworks rarely provided a complete explanation for outcomes, in Krasner's analyses, and much of his work involved understanding power's role in situations not well explained by realism. If states seek power, why do we see cooperation? If hegemony promotes cooperation why does cooperation continue in the face of America's decline? Do states actually pursue their national interests or do domestic structures and values derail the rational pursuit of material objectives? Krasner's explanations were as diverse as were the problems. They pushed, to use his phrase, "the limits of realism." Edited by Martha Finnemore and Judith Goldstein, Back to Basics asks scholars to reflect on the role power plays in contemporary politics and how a power politics approach is influential today. The arguments made by the authors in this volume speak to one of three themes that run through Krasner's work: state power and hegemony; the relationship between states and markets; conceptions of the nation state in international politics. These themes appeared regularly in Krasner's scholarship as he wrestled, over his career, with fundamental questions of inter-state politics. Contributors largely agree on the centrality of power but diverge substantially on the ways power is manifest and should be measured and understood. Many of the contributors confronted the same intellectual dilemmas as Krasner in struggling to define power and its relationship to interests, yet their responses are different.
