New Zealand is at a watershed in its constitutional and political arrangements. There are three events looming in the short term which suggest that the status of Māori in Parliament is in for significant challenge. The first is the impending review of constitutional issues and the Māori seats as part of the National Party–Māori Party ‘Relationship and Confidence and Supply Agreement’. Secondly, the proposed referendum on the future of the mixed member proportional system (MMP) could also have significant implications for Māori. Finally, the longer term question of whether New Zealand should become a republic continues to haunt New Zealand’s political imagination, and would also necessitate lengthy debates about the place of New Zealand’s constitutional arrangements in relation to Māori rights and Te Tiriti o Waitangi. Māori and Parliament provides a comprehensive and enlightening context for understanding both the historical and contemporary relationship between Māori and Parliament and highlights many of the issues which would arise in any discussion of New Zealand constitutional reform. Māori and Parliament is a collection of nineteen presentations and papers from twenty-one academics, political commentators and current and former parliamentarians and is the result of the Māori and Parliament conference held at Parliament in May 2009. "This thesis investigates the relationship between Māori descriptive and substantive political representation in New Zealand's parliament and local government. The 1993 parliamentary electoral reforms and optional changes to the structure of local body elections in 2001-02 aimed, in part, to help increase Māori descriptive representation. The overall number of elected Māori representatives in parliament has grown, and the proportion of Māori representatives in local government could increase should electoral reforms be implemented. Consequently, arguments based on democratic justice and equality for ensuring an adequate Māori political presence are being superseded by questions of who Māori MPs and Māori local councillors represent, and whether these representatives are making a difference in politics. This study examines the extent to which elected Māori representatives feel a specific responsibility to represent Māori and the ways Māori substantive representation is manifested. It also considers how institutional arrangements and attitudinal factors constrain or facilitate the promotion of Māori interests. This thesis presents case study analyses of Māori substantive representation based on in-depth interviews with elected Māori representatives. It is supported by an examination of three specific issues relevant to parliament, to help demonstrate how Māori MPs react and respond to issues of importance to Māori "--Abstract.

"The establishment of this Royal Commission reflected concern that it was time a far-reaching and searching examination of our electoral system was undertaken. the Commission was given very wide terms of reference which required consideration not only of our electoral system but also of various other parliamentary and political arrangements ... Especially, because of the term of reference concerning Maori representation, we made a particular effort to ascertain the views of Maori people, making it clear that we were happy to receive either written submissions or oral submissions prepared and presented in ways consistent with Maori custom ... Bearing in mind that, for reasons of impartiality, it was not thought appropriate to appoint to the Commission anyone who had been a member of the House of representatives, we considered it important to hear the views of MPs ... In addition to inquiries by correspondence, various members of the Commission were able to visit the Federal Republic of Germany, the Republic of Ireland, Australia, Canada and the United Kingdom to pursue inquiries concerning matters of particular relevance to our work ... We came to the conclusion that ... it would be desirable to have accurate and factual histories both of the development of our electoral system and of Maori representation.
