This book focuses on one critical challenge: climate change. Climate change is predicted to lead to an increased intensity and frequency of natural disasters. An increase in extreme weather events, global temperatures and higher sea levels may lead to displacement and migration, and will affect many dimensions of the economy and society. Although scholars are examining the complexity and fragmentation of the climate change regime, they have not examined how our existing international development, migration and humanitarian organizations are dealing with climate change. Focusing on three institutions: the United Nations High Commissioner for Refugees, the International Organization for Migration and the United Nations Development Programme, the book asks: how have these inter-governmental organizations responded to climate change? And are they moving beyond their original mandates, given none were established with a mandate for climate change? It traces their responses to climate change in their rhetoric, policy, structure, operations and overall mandate change. Hall argues that international bureaucrats can play an important role in mandate expansion, often deciding whether and how to expand into a new issue-area and then lobbying states to endorse this expansion. They make changes in rhetoric, policy, structure and operations on the ground, and therefore forge, frame and internalize new issue-linkages. This book helps us to understand how institutions established in the 20th century are adapting to a 21st century world. It will be of great interest to scholars and students of International Relations, Development Studies, Environmental Politics, International Organizations and Global Governance, as well as international officials.

Violent conflicts today are complex and increasinglyprotracted, involving more nonstate groups and regionaland international actors. It is estimated that by 2030—thehorizon set by the international community for achievingthe Sustainable Development Goals—more than half ofthe world’s poor will be living in countries affected byhigh levels of violence. Information and communicationtechnology, population movements, and climate changeare also creating shared risks that must be managed atboth national and international levels.Pathways for Peace is a joint United Nations–WorldBank Group study that originates from the convictionthat the international community’s attention musturgently be refocused on prevention. A scaled-upsystem for preventive action would save betweenUS$5 billion and US$70 billion per year, which couldbe reinvested in reducing poverty and improving thewell-being of populations.The study aims to improve the way in which domesticdevelopment processes interact with security, diplomacy,mediation, and other efforts to prevent conflictsfrom becoming violent. It stresses the importance ofgrievances related to exclusion—from access to power,natural resources, security and justice, for example—thatare at the root of many violent conflicts today.Based on a review of cases in which prevention hasbeen successful, the study makes recommendations forcountries facing emerging risks of violent conflict aswell as for the international community. Developmentpolicies and programs must be a core part of preventiveefforts; when risks are high or building up, inclusivesolutions through dialogue, adapted macroeconomicpolicies, institutional reform, and redistributive policiesare required. Inclusion is key, and preventive actionneeds to adopt a more people-centered approach thatincludes mainstreaming citizen engagement. The central aim of this book is to define the approach of EU development policy regarding Africa since the end of the Cold War. It focuses on the impact of EU development policy on the domain of international development and the objective of the EU to become a prominent international actor. The book relies on Martha Finnemore’s Social Constructivist research. It concentrates on the dynamics maintained by the EU with the normative basis that characterises the structure and agents of international development, and assesses how it affected EU behaviour, as expressed through its development policy concerning Africa. By doing so, it exposes both the marked effect of EU development policy in the domain of international development, and the form of ‘paradise’ (model of development) the EU promoted in Africa. Therein, the volume largely confirms the identified agents as the source of the norms that define the structure of international development, and the EU as its derivative. It argues that EU development policy is currently a general projection of the normative structure of international development, specifically regarding the policy orientation of its identified agents. As a result, the book contends that the EU fell short of its efforts to export its form of ‘paradise’ to Africa since the end of the Cold War, as a corollary of its limitations to stand as a distinct and leading actor in the domain of international development.

The International Development Committee believes the Government is right to increase aid to fragile and conflict-affected states, such as Rwanda and the Democratic Republic of Congo (DRC) , but it must prepared suspend or even cancel a programme if a Government flouts agreements or refuses to engage in efforts to increase transparency and accountability. The MPs urge DFID to set out specific governance conditions under which it will provide direct budget support to fragile states, and any under which it will be withdrawn and apply these consistently. They also recommend that DFID invest more in community-led local initiatives which respond to community priorities and give communities more confidence to hold their governments to account. Two case studies of Rwanda and the DRC highlight areas of concern. Rwanda is heavily dependent on aid which provides 45% of government expenditure. The UK will provide £90 million to Rwanda in 2014-15. While Rwanda has made progress in reducing poverty, concerns have been expressed about its human rights record and the lack of political pluralism. The Committee urges the UK Government to use its position as the largest bilateral donor to Rwanda to insist on improvements to the country's governance. In the DRC there is concern about high levels of violence against women and girls. DFID should give greater priority to tackling this in its programme and include the reduction of violence against women in its results framework for the DRC.
