The Fire and Fuels Extension (FFE) to the Forest Vegetation Simulator (FVS) simulates fuel dynamics and potential fire behavior over time, in the context of stand development and management. Existing models of fire behavior and fire effects were added to FVS to form this extension. New submodels representing snag and fuel dynamics were created to complete the linkages. This report contains four chapters. Chapter 1 states the purpose and chronicles some applications of the model. Chapter 2 details the model's content, documents links to the supporting science, and provides annotated examples of the outputs. Chapter 3 is a user's guide that presents options and examples of command usage. Chapter 4 describes how the model was customized for use in different regions. Fuel managers and silviculturists charged with managing fire-prone forests can use the FFEFVS and this document to better understand and display the consequences of alternative management actions.

Historical and prescribed fire regimes for different regions in the continental U.S. were compared and literature on season of prescribed burning synthesized. In regions and vegetation types where considerable differences in fuel consumption exist among burning seasons, the effects of prescribed fire season appears to be driven more by fire-intensity differences among seasons than by phenology or growth stage of organisms at the time of fire. Where fuel consumption differs little among burning seasons, the effect of phenology or growth stage of organisms is often more apparent, because it is not overwhelmed by fire-intensity differences. Species in ecosystems that evolved with fire appear to be resilient to one or few out-of-season prescribed burns. Illus.

Loadings of downed woody fuels in pine-oak forests of the Madrean Province are heavier on sites in southeastern Arizona with low fire frequencies and lower on sites in northeastern Sonora, Mexico, with high fire frequencies. Low fire frequencies in southeastern Arizona are attributed largely to past land uses and the fire suppression policies of land management agencies in the United States. Ecologists and land managers interested in reintroducing fire into these forests to reduce fuel loadings and meet other land management objectives could use information about fuel buildups in their planning efforts. Quantifying these fuel loadings could also be useful in improving fire behavior models for the forests.
