The United Nations has declared 2018-2028 as the International Decade for Action on Water for Sustainable Development. This is a timely designation. In an increasingly thirsty world, the subject of forest-water interactions is of critical importance to the achievement of sustainability goals. The central underlying tenet of this book is that the hydrologic community can conduct better science and make a more meaningful impact to the world’s water crisis if scientists are: (1) better equipped to utilize new methods and harness big data from either or both high-frequency sensors and long-term research watersheds; and (2) aware of new developments in our process-based understanding of the hydrological cycle in both natural and urban settings. The earth's landscapes are being increasingly impacted by the activities of man. Unfortunately, we do not have a full understanding of the consequences of these disturbances on the earth's productive capacity. This problem was addressed by a group of French and U.S. ecologists who are specialists at levels of integration extending from genetics to the biosphere at a meeting at Stanford, California, sponsored by the National Science Foundation and the Centre National de la Recherche Scientifique. With a few important exceptions it was found at this meeting that most man-induced disturbances of ecosystems can be viewed as large scale patterns of disturbances that have occurred, generally on a small scale, in ecosystems through evolutionary time. Man has induced dramatic large-scale changes in the environment which must be viewed at the biosphere level. Acid deposition and CO increase are two 2 examples of the consequences of man's increased utilization of fossil fuels. It is a matter of considerable concern that we cannot yet fully predict the ecological consequences of these environmental changes. Such problems must be addressed at the international level, yet substantive mechanisms to do this are not available.

About 15 years ago we began the Hubbard Brook Ecosys tem Study with the development of an ecosystem model and the conception of a method whereby some major parameters of the model could be directly measured under field conditions. The method, called "the small watershed technique," allowed measurement of input and output of chemicals and the construction of ecosystem nutrient bud gets. Although the Hubbard Brook study of nutrient cycling originated with ideas developed by F. H. Bormann and G. E. Likens, its early growth was aided by the remaining authors of this volume-Robert Pierce, forest hydrologist; Noye Johnson, geochemist; and John Eaton, forest ecologist. Donald W. Fisher of the United States Geological Survey also cooperated in the early phases of the project and provided numerous data on the chemistry of precipitation and stream water. Particular credit is due the United States Forest Service, whose scientists chose the Hubbard Brook Valley as a hydrologic study site, selected particular watersheds for intensive measurement, carried out a variety of basic hydrologic studies, and in general cooperated with us in many ways to make the Hubbard Brook Ecosystem Study a reality. The initial part of the ecosystem study was concerned primarily with nutrient flux and cycling and it was done slowly and deliberately. The entire effort during the first few years of study was carried forward by three of us at vi Preface Dartmouth College with the cooperation of the United States Forest Service.

As a result of an increasing population, our reduced acreage of forest land will be called upon to produce maximum amounts of wood fiber, to satisfy an ever-increasing demand for recreational use, and to produce maximum amounts of clean, pure water. Under such demands, forestry must be practiced with an intensity that is beyond our ability to conceive at present. Of necessity, every tool, including chemicals, must be used in this intensive management for the good of mankind. To achieve these aims, it will be also necessary that we quickly acquire a detailed and intimate knowledge concerning the interactions that occur within forest ecosystemsnot only natural interactions among plants, but also those that occur when we artificially induce changes in structure or composition in communities or ecosystems by artificial means. Such changes may not only affect vegetation; they may also affect atmospheric, wildlife, and microbiological conditions as well. Chemicals are useful, necessary tools for helping to meet needs for food, wood fiber, and water, while man readjusts his numbers and modes of life to the rapidly dwindling resources of the earth. The more selective, less persistent chemicals will continue to play an important role in forest resource management, probably for several decades. However, chemical use must eventually be minimized, for it is simply a system of treating symptoms of unhealthy ecological conditions created by nature or man in the past. Technological, environmental, and socioeconomic factors will add new dimensions to chemical use, placing greater demands on the research and development process. Our pressing need, aside from solutions to problems of population pressures and extravagance in natural resource use, is rapid development of the ecological knowledge necessary to manage and maintain a healthy biosphere with minimum use of chemical tools.
