Understanding the determinants of home-efficiency improvements is significant to a range of energy policy issues, including the reduction of fossil fuel use and environmental protection. This paper analyzes retrofit choices by assembling a unique data set merging a nationwide household survey from Germany with regional data on wages and construction costs. To explore the influence of both heterogeneous preferences and correlation among the utility of alternatives, conditional, random parameters, and error components logit models are estimated that parameterize the influence of costs, energy savings, and household-level socioeconomic attributes on the likelihood of undertaking one of 16 renovation options. We use the model coefficients to derive household-specific marginal willingness-to-pay estimates, and with these assess the extent to which free-ridership may undermine the effectiveness of recently implemented programs that subsidize the costs of retrofits.

It is increasingly evident that the conventional scientific approach to economic processes and related sustainability issues is seriously flawed. No economist predicted the current planetary crisis even though the world has now undergone five severe recessions primed by dramatic increases in the price of oil. This book presents the results of more than twenty years of work aimed at developing an alternative method of analysis of the economic process and related sustainability issues: it is possible to perform an integrated and comprehensive analysis of the sustainability of socio-economic systems using indicators and variables that have been so far ignored by conventional economists. The fusion of individualistic community ecology with the Hutchinsonian niche concept enabled a broad integration of ecological theory, spanning all the way from the niche characteristics of individual species, to the composition, structure, and dynamics of ecological communities. Landscape ecology has been variously described as the study of the structure, function, and management of large heterogeneous land areas. Any reading of the published landscape ecology literature shows near uniformity in the adoption of a categorical patch-mosaic paradigm. However, if biological communities are multivariate gradients of species composition, with each species responding individualistically to particular combinations of limiting factors, is a categorical patch-based representation appropriate? We evaluate the sufficiency of several patch-based representations of vegetation at the landscape level to explain the composition of the plant community. Classified vegetation maps all performed poorly in explaining the composition and structure of forest trees among plots. Different categorical vegetation maps provided largely independent explanations of species variability. Individual species models based on spectral, topographic, and climatic variables vastly out-performed those produced using the classified maps. By moving from a landscape ecological paradigm based on categorical patches to one based on quantitative species and environmental responses across continuous space, it will be possible to both produce much more effective predictions of species distributions and ecological processes and remove much of the disjunction between landscape ecology and mainstream community ecology theory.

Since the industrial revolution, progress has meant an increase in labour productivity. Factor Four describes a new form of progress, resource productivity, a form which meets the overriding imperative for the future (sustainability). It shows how at least four times as much wealth can be extracted from the resources we use. This Report to the Club of Rome offers a solution. It lies in using resources more efficiently, in ways which can already be achieved, not at a cost, but at a profit. The book contains a wealth of examples of revolutionizing productivity, in the use of energy; from hypercars to low-energy beef; materials, from sub-surface drip irrigation to electronic books, transport, video conferencing to CyberTran, and demonstrating how much more could be generated from much less today. It explains how markets can be organized and taxes re-based to eliminate perverse incentives and reward efficiency, so wealth can grow while consumption does not. The benefits are enormous: profits will increase, pollution and waste will decrease and the quality of life will improve. Moreover, the benefits will be shared: progress will no longer depend on making ever fewer people more productive. Instead, more people and fewer resources can be employed. While for many developing countries the efficiency revolution may offer the only realistic chance of prosperity within a reasonable time span. The practical promise held out in this book is huge, but the authors show how it is up to each of us, as well as to businesses and governments, to make it happen.
