Throughout his two-term presidency, Dwight D. Eisenhower faced the challenge of managing a period of peacetime prosperity after more than two decades of depression, war, and postwar inflation. The essential issue he addressed was how the country would pay for the deepening Cold War and the extent to which such unprecedented peacetime commitments would affect the United States economy and its institutions. William M. McClenahan, Jr., and William H. Becker explain how Eisenhower’s beliefs and his experiences as a military bureaucrat and wartime and postwar commander shaped his economic policies. They explore the macro- and microeconomic policies his administration employed to finance the Cold War while adapting Republican ideas and Eisenhower's economic principles to new domestic and foreign policy environments. They also detail how Eisenhower worked with new instruments of government policy making, such as the Council of Economic Advisers and a strengthened Federal Reserve Board. In assessing his administration's policies, the authors demonstrate that, rather than focusing overwhelmingly on international political affairs at the expense of economic issues, Eisenhower’s policies aimed to preserve and enhance the performance of the American free market system, which he believed was inextricably linked to the successful prosecution of the Cold War. While some of the decisions Eisenhower made did not follow conservative doctrine as closely as many in the Republican Party wanted, this book asserts that his approach to and distrust of partisan politics led to success on many fronts and indeed maintained and buttressed the nation's domestic and international economic health. An important and original contribution, this examination of the Eisenhower administration's economic policy enriches our understanding of the history of the modern American economy, the presidency, and conservatism in the United States.

The first Republican president since the Great Depression, Dwight Eisenhower was the victorious supreme allied commander of World War II's European theater, but a political novice when he moved into the White House in 1953. To help make domestic policy, he recruited two of the country's richest businessmen--Cleveland industrialist George Humphrey and General Motors president Charles Wilson--with the goals of ensuring American postwar prosperity and developing a defense posture against the nuclear threat of the Soviet Union. Persuasive and charming, Treasury Secretary Humphrey was obsessed with cutting spending. Defense Secretary Wilson--whose departmental funding comprised most of the federal budget--bore the brunt of Humphrey's anti-spending campaign, while struggling to master his brief and control the restive military bureaucracy. The frugality of the Humphrey-Wilson years manifested in an unambitious domestic agenda and a military that seemed to lag behind the Soviets in key areas, leading to disastrous Republican losses in the elections of 1958 and 1960.

How do Democratic and Republican party leaders react after their party has lost a presidential election? Is there a pattern of response to defeat that reflects the distinctive cultures of the two parties? This book answers these questions by examining how the two national party organizations have responded to presidential election defeats between 1956 and 1993. Drawing on party documents, interviews with party officials, and contemporary accounts, Philip Klinkner provides detailed case studies of opposition party politics. He shows that Republican national committees have reacted to losses by making organizational changes to improve campaign technology and fundraising and that losing Democrats have sought to refine or make more democratic their internal procedures for selecting delegates to the national convention or for choosing presidential candidates. Klinkner suggests that the reasons for these reactions stem from the historical development of the parties. The organizational response of the Republican party is the result of its long-term relationship with business, its homogeneity and hierarchical structure, and its minority party experience. The Democrats' emphasis on participation and representation for its constituent elements is based on its characteristic composition of social and economic out-groups, its heterogeneity and decentralization, and its tradition as the majority party.
