The European Institute of Innovation and Technology (EIT) is an independent EU body that is boosting Europe's ability to innovate. The EIT nurtures entrepreneurial talent and supports new ideas, bringing together the 'knowledge triangle' of leading companies, universities and research centres to form dynamic cross-border partnerships called Innovation Communities (KICs). The EIT Regional Innovation Scheme (EIT RIS) is the EIT Community's outreach scheme. The objective of the EIT RIS is to contribute to boosting innovation in European countries and regions that belong to the groups of 'modest and moderate' innovators (according to the European Innovation Scoreboard). The EIT Community strives to achieve this objective by engaging local organisations and individuals in KIC activities, transfer good practises and know-how to the local innovation ecosystems and provide tailor-made services to address innovation gaps.

The EIT Regional Innovation Scheme Report provides an insight into the achievements of the EIT's Innovation Communities in strengthening the innovation ecosystem in parts of Central, Eastern and Southern Europe. It outlines the main on-the-ground activities, deployed services and cooperation mechanisms with local players that took place as part of the EIT Regional Innovation Scheme. In addition, it highlights success stories of start-ups and innovators that have benefited from the collaboration with the EIT Innovation Communities and created an impact with their innovative solutions. In the past two years, the EIT and its Innovation Communities have introduced a number of new services and collaboration mechanisms in the supported countries. To this end, the EIT Regional Innovation Scheme was reinforced and used as a tool to engage with a broader range of stakeholders. With this report, the EIT wishes to highlight the results of the efforts of its Innovation Communities in boosting the spirit of innovation and entrepreneurship. The report takes a close look at business support services that the EIT's Innovation Communities have set up to increase the number and business maturity of start-ups coming from these regions. In the following pages, readers can also find testimonials and success stories from supported entrepreneurs. In a similar fashion, the report summarises education and innovation support activities that have helped create a generation of innovators.

Analyzes the Regional Innovation and TechnologyTransfer Strategies and Infrastructures (RITTS) Programme financed by theEuropean Commission.RITTS was created to provide support, through accessto experienced community experts, to regional policymakers in the developmentof a regional innovation strategy. To begin, the history and a corresponding literature review of the conceptsof national systems of innovation (NSI) and regional systems of innovation(RSI) are presented.These concepts have had a strong influence on theRITTS Programme.As well, a variety of other events of the late 1980s andearly 1990s impacted RITTS, including the European Single Market initiative of1986. There have been three generations of RITTS projects since the program'sinception in 1994, that have led to 72 projects.Despite the commonmethodological framework, each project exhibited differentcharacteristics.Overall, RITTS has been successful in its goal of aidingregional policymakers, although the degree of success depends on the prevailingstarting situations in the regions, andthe appropriateness of managementpractices in the RITTS process.Recommendations for future RITTS projectsand policy recommendations for RITTS are presented.(SRD).

The European Institute of Innovation and Technology (EIT) was established in 2008 as a response to deep-seated concerns regarding the innovation performance of the EU. This interim evaluation of the EIT covered the period 2010-2015 and was conducted by a team led by ICF and Technopolis. The evaluation team analysed EIT performance data and conducted primary research consisting of stakeholder interviews at EIT and Knowledge and Innovation Community (KIC) level, surveys of KIC partners, graduates and business beneficiaries, an open public consultation, and case studies of specific features of the EIT model. The evaluation concluded that the EIT's model of innovation via knowledge triangle integration (KTI) remains valid, and found that the activities of the KICs are starting to bear fruit, in the form of innovations introduced to the market, innovative businesses created and accelerated, and graduates provided with entrepreneurial skills. The KICs have been effective in establishing and building networks of partners. The EIT adds value beyond national innovation support initiatives, and is coherent with and complements EU, national and regional innovation policy. The KICs have the potential to act as repositories of knowledge and good practice, and have built relationships with regional and national policy-makers.

With a budget of almost EUR 2.4 billion from 2014 to 2020, the European Institute of Innovation and Technology (EIT) creates sustainable growth and jobs by boosting innovation and entrepreneurship across Europe. To achieve this, we have pioneered dynamic European partnerships that bring together leading universities, research centres and companies. We call these unique partnerships 'Innovation Communities', or Knowledge and Innovation Communities (KICs). Our six existing Innovation Communities are developing innovative products and services, creating new companies and training a new generation of entrepreneurs. As an integral part of Horizon 2020, the EU Framework Programme for Research and Innovation, we will expand our activities in 2018 by launching a competition for two new Innovation Communities: EIT Manufacturing* strengthening and increasing the competitiveness of Europe's manufacturing industry; EIT Urban Mobility* smart, green and integrated urban transport.
