Many developing countries have a history of highly centralized governments. Since the late 1980s, a large number of these governments have introduced decentralization to increase democracy and improve services, especially in small communities far from capital cities. In Going Local, an unprecedented study of the effects of decentralization on thirty Mexican municipalities, Merilee Grindle describes how local governments respond when they are assigned new responsibilities and resources under decentralization policies. She explains why decentralization leads to better local governments in some cases--and why it fails to in others. Combining quantitative and qualitative methods, Grindle examines data based on a random sample of Mexican municipalities--and ventures into town halls to follow public officials as they seek to manage a variety of tasks amid conflicting pressures and new expectations. Decentralization, she discovers, is a double-edged sword. While it allows public leaders to make significant reforms quickly, institutional weaknesses undermine the durability of change, and legacies of the past continue to affect how public problems are addressed. Citizens participate, but they are more successful at extracting resources from government than in holding local officials and agencies accountable for their actions. The benefits of decentralization regularly predicted by economists, political scientists, and management specialists are not inevitable, she argues. Rather, they are strongly influenced by the quality of local leadership and politics.

The recent COVID-19 crisis has led to calls to transform tourism and reset it along more ethical and sustainable lines. It was in this context that calls to "socialise tourism" emerged (Higgins-Desbiolles, 2020). This edited volume builds on this work by employing the term Socialising Tourism as a broad conceptual focal point and guiding term for industry, activists and academics to rethink tourism for social and ecological justice. Socialising Tourism means reorienting travel and tourism based on the rights, interests, and safeguarding of traditional ecological and cultural knowledges of local peoples, communities and living landscapes. This means making tourism work for the public good and taking seriously the idea of putting the social and ecological before profit and growth as the world re-emerges from the COVID-19 pandemic. This is an essential first step for tourism to be made accountable to the limits of the planet. Concepts discussed include Indigenous culture, toxic tourism, a "theory of care", dismantling whiteness, decolonial tourism and animal oppression, among others, all in the context of a post-COVID-19 world. Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Malaysia is blessed to have the UNESCO branded rural destinations such as Kinabalu Park, Gunung Mulu National Park and Archaeological Heritage of the Lenggong Valley. The rural tourism concept in Malaysia has been integrated with other tourism concepts such as sustainable tourism, indigenous tourism, ethnic tourism, agrotourism, ecotourism, farm tourism, cultural tourism and heritage tourism. This integrated concept has been explored in a few case studies involving archaeological, ecotourism, mangrove and highland tourism of rural destinations. These rural destinations offer great potentials in providing the ‘truly Malaysia’ experiences; however, it is yet to be fully capitalized. Managing rural tourism development is very challenging due to its limited resources and infrastructure; thus identification on how the destination is presented, managed and promoted are the major focus of this book. Therefore, these interesting case studies are hoped to enlighten the development of the selected rural tourism destinations in Malaysia.

Agricultural Involution: The Processes of Ecological Change in Indonesia is one of the most famous of the early works of Clifford Geertz. It principal thesis is that many centuries of intensifying wet-rice cultivation in Indonesia had produced greater social complexity without significant technological or political change, a process Geertz terms "involution". Written for a US-funded project on the local developments and following the modernization theory of Walt Whitman Rostow, Geertz examines in this book the agricultural system in Indonesia and its two dominant forms of agriculture, swidden and sawah. In addition to researching its agricultural systems, the book turns to an examination of their historical development. Of particular note is Geertz's discussion of what he famously describes as the process of "agricultural involution" in Java, where both the external economic demands of the Dutch rulers and the internal pressures due to population growth led to intensification rather than change.

This book contains work presented at a conference held by executive branch agencies in May 1999 at the Department of Commerce.
