Para lograr este propósito se empleó una aproximación inspirada en las herramientas desarrolladas por el Centro Nacional de Memoria Histórica (CNMH), que se caracterizan por su alto nivel participativo y por un énfasis en la dignificación de las víctimas como individuos, comunidades y organizaciones en proceso de convertirse en sujeto de reparación colectiva.
