En 1959 Naciones Unidas aprobó una Declaración de los Derechos del Niño que incluía 10 principios. Pero no era suficiente para proteger los derechos de la infancia porque, legalmente, esta Declaración no tenía carácter obligatorio. Por eso en 1978, el Gobierno de Polonia presentó a las Naciones Unidas la versión provisional de una Convención sobre los Derechos del Niño. Tras 10 años de negociaciones con gobiernos de todo el mundo, líderes religiosos, ONG y otras instituciones, se logró aprobar el texto final de la Convención sobre los Derechos del Niño el 20 de noviembre de 1989, cuyo cumplimiento sería obligatorio para todos los países que la ratificasen. La Convención sobre los Derechos del Niño se convirtió en ley en 1990, después de ser firmada y aceptada por 20 países, entre ellos España. Hoy, la Convención ya ha sido aceptada por todos los países del mundo excepto Estados Unidos. El 20 noviembre se celebra en todo el mundo el Día Universal del Niño, que cada año recuerda la aprobación de la Convención sobre los Derechos del Niño. Los 54 artículos que componen el texto recogen los derechos económicos, sociales, culturales, civiles y políticos de todos los niños. Su aplicación es obligación de los gobiernos, pero también define las obligaciones y responsabilidades de otros agentes como los padres, profesores, profesionales de la salud, investigadores y los propios niños y niñas.

Cuando un Estado ejecuta a una persona, todos lo ejecutamos. Cuando la sociedad pide sanción de muerte para alguien, es porque las instituciones han perdido autoridad para hacer cumplir la ley. Nuestra obligación es defender la vida por encima de todo y los estados están obligados a garantizar los derechos humanos. Este libro reflexiona sobre la pena de muerte dentro de un contexto de violencia generalizada en las sociedades. La mejor política para acabar con la violencia en los países del mundo, es el respeto a los derechos humanos, cumplimiento de la ley, acabando con la impunidad. Obviamente para poder a cambiar el respeto por los derechos humanos universales, es importante reflexionar sobre la nueva dimensión que deben de tener de revalorización, sensibilización y apoderamiento de los mismos. No se trata, tampoco, de incentivar un espíritu de vendetta. El rechazo a la impunidad conviene ubicarlo desde una perspectiva de mediano y largo plazo, pues al buscar sanciones contra los responsables lo que se busca es, primero, legitimar el propio sistema y, segundo, prevenir la repetición de hechos condenables. Muchos países en el mundo tienen a la tendencia de abolir la pena de muerte; sin embargo, hay otros donde aún continúan las ejecuciones y su tendencia esta al alza. El libro invita a una reflexión seria, sencilla y sin apasionamientos, donde el lector estará en capacidad de sacar sus mejores conclusiones sobre este delicado y polémico tema que sigue dando mucho de que hablar.
