Desarrolla la autora en su trabajo una encendida y fundada defensa de la "seguridad ciudadana" como valor subyacente en la aplicación de los delitos de atentado, resistencia y desobediencia, pues la mayoría de los supuestos en los que estas figuras delictivas cobran virtualidad práctica son casos en los que tales infracciones penales se cometen contra agentes de las Fuerzas y Cuerpos de Seguridad, precisamente los encargados de cumplir en el día a día con el mandato constitucional de preservar la seguridad ciudadana (art. 104.1 CE). El estudio no solo se centra en el análisis teórico y empírico de estas hipótesis, sino que se extiende también a ámbitos de más trascendencia mediática que real -al menos, en términos comparativos- como son la sanidad o enseñanza pública. El trabajo desentraña también las complejas relaciones que la regulación legal y la práctica judicial crea entre los delitos de atentado, los de resistencia (activa y pasiva) y los de desobediencia (grave y leve, esta última constitutiva de simple falta), suministrando argumentos muy convincentes para la correcta delimitación de sus respectivos ámbitos de aplicación. Por los demás, el estudio aborda de modo integral los distintos aspectos objetivos y subjetivos de estas figuras a través de un exhaustivo recorrido por la teoría jurídica del delito, asumiendo también el análisis de cuestiones de mucho interés práctico como son la responsabilidad civil subsidiaria de las Administraciones Públicas en estos delitos y algunos aspectos probatorios vinculados a estas infracciones.
