Existen un sinnúmero de investigaciones sobre la Guerra del Pacífico, pues ha sido uno de los eventos más dramáticos y decisivos de nuestra historia nacional. A pesar de ello, no todo esta dicho. Aún hay mucho por descubrir y material por estudiar. El Estado en la sombra (Fondo editorial PUCP, 2016) es uno de los estudios historiográficos sobre la Guerra más relevantes en el que podemos conocer el testimonio directo de dos de sus protagonistas: Manuel Candamo y Carlos M. Elías, políticos vinculados al Partido Civil, que desempeñaban funciones bastante delicadas. Eran delegados y agentes confidenciales del gobierno provisorio, el cual estaba encabezado por el contralmirante Lizardo Montero y asentado fuera de Lima. Como delegados debían facilitar la labor de la administración pública y vincular a las autoridades de dicho gobierno con la capital y el resto del país. Como agentes confidenciales debían lograr que los Estados extranjeros reconocieran a este gobierno e impulsar eventuales negociaciones hacia el logro de la paz con Chile, siempre y cuando esta no supusiera una pérdida territorial para el Perú. Al igual que Cáceres con sus campañas militares en la sierra, Candamo y Elías buscaron resistir frente al invasor chileno y forzarlo a que renunciara a la ocupación de la capital. Por ello, sus esfuerzos formaron parte de una suerte de "resistencia civil". En esta publicación de José Agustín de la Puente Candamo y José de la Puente Brunke, se presentan 420 comunicaciones que se conservan en tres libros copiadores en el archivo de Manuel Candamo. Esta es una edición crítica, pues no solo se ha hecho una transcripción completa sino que también se han realizado anotaciones con precisiones, como breves notas biográficas sobre personas mencionadas o comentarios referidos a situaciones o hechos que se exponen en los documentos. Además, el estudio preliminar realizado por los editores contextualiza estas comunicaciones y brinda un ilustrativo panorama de esta crucial etapa de la historia peruana.
