"Estudiamos en este libro el problema de los funcionarios del Estado, según se plantea hoy en Francia. De igual suerte que existe un problema obrero o un problema feminista, existe un problema de los empleados. En estos últimos tiempos, huelgas muy originales han denunciado su existencia a la atención pública. Pero el Parlamento había aprobado ya proyectos de leyes; y discútese acerca de la legitimidad de los sindicatos organizados por los empleados del Estado. El problema reviste, por consiguiente, un aspecto jurídico. Trátase de confeccionar para el funcionario—como para el obrero, como para la mujer—un nuevo Código: de definir los respectivos derechos y deberes del Estado y de sus servidores; de reglamentar la libertad de asociación de estos últimos; de legislar sobre el derecho a la huelga con que amenazan a la Administración. Sin embargo, las reclamaciones a las cuales puede un estatuto legal dar satisfacción inmediata y aparente no reflejan más que la superficie del pleito. En el fondo del movimiento hay principios que es preciso desarrollar, teorías que importa reconocer, concepciones de un novísimo orden social de las cuales conviene tener conciencia.
