Does the withdrawal of armies from direct rule in most countries herald an end to their role as actors in domestic politics? Has political intervention by the military been superseded? This comparative examination of the politicized armed forces looks at * the consequences of military rule for nation building and economic development * the effects of the passing of the Cold War and the rise of globalization on the political role of the military * the role of political armies in the consolidation of civil politics and democratic governance * the lessons for policy makers in global governance and post-conflict reconstruction The contributors build on successive theories about the role of the military in politics and look to the future. The most threatening scenario may be a proliferation of armed actors and the rise of privatized forces of law and order.

The objective of this study is to provide the background required for an understanding of the boundary dispute between Ecuador and Peru, a hardy perennial among inter-American controversies. It is not designed to propound any particular thesis, much less to take sides in the dispute. Evaluation of the significance of the positions adopted by the parties over the years have been included. Primary attention has been focused on the period after the entry into effect of the Rio Protocol of 1942 which attempted to fix the boundary between the rival states and which was guaranteed by Argentina, Brazil, Chile and the United States. Very little has previously been published on the efforts of the guarantors to work out the problems which arose in the execution of the protocol. These problems proved so intractable that the demarcation of the boundary has not yet been completed, leaving the guarantors with a residual responsibility which they may yet be called upon to discharge. In addition to the survey of the post-1942 period, it was considered desirable to include information regarding the origins of the dispute and earlier attempts at solutions. Much of this material will be appearing for the first time in English.

Peru, which in this century has produced world-renowned novelists of the stature of Mario Vargas Llosa and José María Arguedas, and poets such as the avant-garde CésarVallejo, possesses a distinctive and varied literary culture of great intrinsic value. Peru's Spanish colonial past connects it to the mainstream of Western literature; but native traditions have survived and continue to flourish, both in Quechua and in Spanish. Attempts to evade the colonial heritage gave rise to a literature which at first was limited to expressing the ethos of Lima's middle classes, but later broadened out to reflect regional values and give a voice to marginal sectors in Peruvian society. A History of Peruvian Literature sets in context and appraises, with ample quotation and analysis, all of the more significant Peruvian writings from the Renaissance onwards. The native tradition, the colonial period and the nineteenth century are the subjects of the first three chapters; then four chapters are devoted to the twentieth century, when Peruvian literary output is astonishing in its range, adventurousness and quality. All Spanish quoted is translated into English, the poetry in James Higgins' excellent verse; full bibliographies are provided for each author discussed.

Peru's self-proclaimed "revolution"—surprisingly extensive reforms initiated by the military government—has aroused great interest all over Latin America and the Third World. This book is the first systematic and comprehensive attempt to appraise Peru's current experiment in both national and regional perspective. It compares recent innovative approaches to Peru's problems with the methods used by earlier regimes, providing original and stimulating interpretations of contemporary Peru from the viewpoints of political science, sociology, history, economics, and education. Among the issues considered are the military regime's policies regarding income distribution, foreign investment, education, urbanization, worker-management relations, and land reform. Contributors: Abraham F. Lowenthal, Julio Cotler, Richard Webb, David Collier, Susan Bourque and Scott Palmer, Colin Harding, Robert Drysdale and Robert Myers, Shane Hunt, Peter T. Knight, Jane Jaquette. Originally published in 1976.
