At a time when governments and policy-makers put so much emphasis on 'the knowledge economy' and the economic value of education, human capital theory has never been more important. However, research in this area is often very technical and therefore not easily accessible to those who wish to use it as a guide to policy formation. This book provides an interface between such research and its potential applications in government, education and business. Reporting on a major research initiative, new findings are presented in a non-technical way on three major themes: measuring the benefits from human capital, applications of the human capital model, and policy interventions. Aimed at academic researchers and professionals concerned with the problems and techniques of human capital theory, it will also be useful for graduate courses on the economics of education to complement standard textbooks.

Contemporary thought in HRM focuses to a large extent on HR strategy, but neglects the policy function as the vital link between strategy and practice. Human Resource Policy describes how policies anchor HR practice and connect HR to organisational strategy. It reaffirms the importance of policy and the need for practitioners to possess skills in the research, development, writing and implementation of HR policies. The book also examines 16 important policy areas and discusses the various policy options that might apply, depending on the organisation’s nature, the legal framework that applies to it and its strategic needs.

The twentieth century was characterised by major advances in science and technology, and the pursuit of ambitious developmental goals strengthened the technocratic orientation of public administration. This study addresses technocratic factors in policy formulation and implementation by examining Indian and Dutch policies in primary education and primary health for establishing and sustaining human capital. While comparisons between India and the Netherlands may appear to be a mismatch due to substantial differences in levels of socio-economic development, similarities are nevertheless manifest. Both being deeply democratic and parliamentary, their systems of government are not far apart despite one being a decentralised unitary state and the other a quasi-federal state. Likewise, technocratisation in decision-making in both countries has been stimulated by changes in the past decade: the Netherlands is adjusting to membership in the European Union while India has adopted liberalised economic policies. This book provides opportunities for learning from experience as well as providing generalisations about patterns of change. Published in association with Indo-Dutch Programme on Alternatives in Development.

During recent decades, Korea has been one of only a handful of countries that have made the successful transformation to become a developed nation by simultaneously achieving persistent economic growth combined with a democratic political system. Experts and political leaders worldwide have attributed this achievement to investments in people or, in other words, the power of education. Whilst numerous books have highlighted the role of industrial policies, technological growth, and international trade in Korea’s development process, this is one of the first to focus on the role of human capital. It shows how the accumulation of human capital aided transformation and helps explain the policies, strategies and challenges that Korea faces now and in the future.
