Edward Luttwak’s shocking 1968 handbook showed, step-by-step, how governments could be overthrown and inspired anti-coup precautions around the world. In addition to these instructions, his revised handbook offers a new way of looking at political power—one that considers the vulnerability of stable democracies after prolonged economic distress.

This article examines the typical characteristics and constitutional consequences of a largely neglected phenomenon that I call the “democratic coup d'état.” To date, the academic legal literature has analyzed all military coups under an anti-democratic framework. That conventional framework considers military coups to be entirely anti-democratic and assumes that all coups are perpetrated by power-hungry military officers seeking to depose existing regimes in order to rule their nations indefinitely. Under the prevailing view, therefore, all military coups constitute an affront to stability, legitimacy, and democracy. This article, which draws on fieldwork that I conducted in Egypt and Turkey in 2011, challenges that conventional view and its underlying assumptions. The article argues that, although all military coups have anti-democratic features, some coups are distinctly more democracy-promoting than others because they respond to popular opposition against authoritarian or totalitarian regimes, overthrow those regimes, and facilitate free and fair elections. Following a democratic coup, the military temporarily governs the nation as part of an interim government until democratic elections take place. Throughout the democratic-transition process, the military behaves as a self-interested actor and entrenches, or attempts to entrench, its policy preferences into the new constitution drafted during the transition. Constitutional entrenchment may occur in three ways: procedural, substantive, and institutional. The article uses three comparative case studies to illustrate the democratic-coup phenomenon and the constitutional-entrenchment thesis: (1) the 1960 military coup in Turkey; (2) the 1974 military coup in Portugal; and (3) the 2011 military coup in Egypt.

The term coup d'état--French for stroke of the state--brings to mind coups staged by power-hungry generals who overthrow the existing regime, not to democratize, but to concentrate power in their own hands as dictators. We assume all coups look the same, smell the same, and present the same threats to democracy. It's a powerful, concise, and self-reinforcing idea. It's also wrong. In The Democratic Coup d'État, Ozan Varol advances a simple, yet controversial, argument: Sometimes, a democracy is established through a military coup. Covering events from the Athenian Navy's stance in 411 B.C. against a tyrannical home government, to coups in the American colonies that ousted corrupt British governors, to twentieth-century coups that toppled dictators and established democracy in countries as diverse as Guinea-Bissau, Portugal, and Colombia, the book takes the reader on a gripping journey. Connecting the dots between these neglected events, Varol weaves a balanced narrative that challenges everything we thought we knew about military coups. In so doing, he tackles several baffling questions: How can an event as undemocratic as a military coup lead to democracy? Why would imposing generals-armed with tanks and guns and all-voluntarily surrender power to civilian politicians? What distinguishes militaries that help build democracies from those that destroy them? Varol's arguments made headlines across the globe in major media outlets and were cited critically in a public speech by Turkish President Recep Tayyip Erdogan. Written for a general audience, this book will entertain, challenge, and provoke, but more importantly, serve as a reminder of the imperative to question the standard narratives about our world and engage with all ideas, no matter how controversial.

In this lively and provocative book, Erica De Bruin looks at the threats that rulers face from their own armed forces. Can they make their regimes impervious to coups? How to Prevent Coups d'État shows that how leaders organize their coercive institutions has a profound effect on the survival of their regimes. When rulers use presidential guards, militarized police, and militia to counterbalance the regular military, efforts to oust them from power via coups d'état are less likely to succeed. Even as counterbalancing helps to prevent successful interventions, however, the resentment that it generates within the regular military can provoke new coup attempts. And because counterbalancing changes how soldiers and police perceive the costs and benefits of a successful overthrow, it can create incentives for protracted fighting that result in the escalation of a coup into full-blown civil war. Drawing on an original dataset of state security forces in 110 countries over a span of fifty years, as well as case studies of coup attempts in Asia, Africa, Latin America, and the Middle East, De Bruin sheds light on how counterbalancing affects regime survival. Understanding the dynamics of counterbalancing, she shows, can help analysts predict when coups will occur, whether they will succeed, and how violent they are likely to be. The arguments and evidence in this book suggest that while counterbalancing may prevent successful coups, it is a risky strategy to pursue—and one that may weaken regimes in the long term.

This book provides a paradigm of the coup and provides a historical basis for that paradigm that is unsurpassed in its objectivity and research. The author of this book has spent over a decade living and working with military and political figures throughout Latin America. His book is both an educational and an exciting peek into the dark world of military subversion by an observer who has seen it first hand. The coup d'etat has defied all attempts at rational analysis. This is hardly surprising, in that it is born in darkness and very frequently dies there, only coming to light in the last moments before either a bloody defeat or a stunning success. The participants on the military side are frequently reluctant to discuss their activities, even long after the fact, and their civilian victims can usually only guess at what happened to them. Previous studies have often been heavily tainted by the politics of the writer, categorizing the coup as a product of class struggle, the cold war, or outright foreign intervention by the superpowers. The author of this book has spent over a decade living and working closely with military and political figures throughout Latin America and has used the fruits of literally hundreds of encounters (ranging from simple interviews to longtime friendships) to piece together an insightful picture of this nebulous but very real phenomenon. He has identified the motives of coup plotters and the means by which they go about building the coalition necessary to overthrow a government. Rather than use hypothetical cases to illustrate his points, he has drawn on history to demonstrate how coups succeed and why they fail. This book is both an educational and an exciting peek into the dark world of military subversion by an observer who has seen it first hand.

Africa's former colonial masters, including Great Britain; France, Portugal and Spain, trained members and leaders of the various colonial Armed Forces to be politically non-partisan. Yet, the modern-day Armed Forces on the continent, made up of the Army, Police, Air Force and Navy, have become so politicized that many countries in Africa are today ruled or have already been ruled by military dictators through coups d'etat, occasionally for good reasons as the book points out. This book traces the historical-cum-political evolution of these events, and what bodes for Africa, where the unending military incursions into partisan politics are concerned.
