Salir del estancamiento y la disgregación en que se encuentra la integración de América Latina supone una voluntad política, real y efectiva, de los Gobiernos, fruto de una acción concertada entre estos, organismos internacionales, instituciones responsables del proceso de integración y los diferentes actores interesados en el proceso, dentro de los cuales se encuentran la sociedad civil y la academia, este último actor fundamental. Para ello, es necesario reiterar no solo la pertinencia y validez de la integración, sino también la conveniencia de establecer las medidas necesarias para avanzar, de manera gradual, pero sostenida, en la convergencia de la integración latinoamericana. En este libro se plantea la pertinencia y la convergencia de la integración en América Latina: pertinencia, en el sentido de la eficiencia, la viabilidad, la realización, el impacto y los resultados de un proyecto, y convergencia, como la confluencia o concurrencia, resultado de actos o acciones de converger. Por consiguiente, esta reflexión sobre la convergencia de la integración latinoamericana parte de la aceptación de superar grandes asimetrías integrando diversidades manifiestas. En este sentido, los autores dan respuestas que contemplan la necesidad de reforzar las instituciones para recuperar la gobernabilidad en los países y en los procesos de integración, así como el desarrollo de una gobernanza multinivel en la que se logre mayor participación de la sociedad civil, con un particular trabajo en la armonización de políticas económicas y medidas orientadas a lograr mayor cohesión social que faciliten una distribución más equitativa de los beneficios de la integración. Teniendo en cuenta que esto no es realizable de manera inmediata, plantean una agenda a corto, mediano y largo plazo, sobre la cual los distintos actores trabajen de manera conjunta para ahondar y desarrollar lo más pertinente de la integración latinoamericana.

This interdisciplinary edited volume explores the political economy of regionalism in Latin America. It identifies convergent forces which have existed in the region since its very conception and analyses these dynamics in their different historical, geographic and structural contexts. Particular attention is paid to key countries such as Argentina, Brazil and Mexico, as well as subregions like the Southern Cone and Central America. To understand the resilience of regionalism in Latin America, this book proposes to highlight four main issues. En 2019 el desempeño del comercio mundial de bienes sería el peor desde la crisis financiera. En esta edición de Perspectivas del Comercio Internacional de América Latina y el Caribe se analiza dicho fenómeno, así como las crecientes tensiones comerciales y las repercusiones en el comercio regional. La fuerte desaceleración del comercio mundial responde tanto a la acumulación de barreras comerciales desde 2018 como a otros factores de más larga data. Entre estos se destacan la menor demanda mundial, la creciente sustitución de importaciones por producción nacional en algunas economías, la menor proporción de la producción china que se destina a la exportación, el retroceso de las cadenas globales de valor y la irrupción de nuevas tecnologías que causan un impacto en la naturaleza misma del comercio. En el capítulo II se analiza la forma en que el comercio internacional puede hacer un mayor aporte a la sostenibilidad ambiental. Los vínculos entre comercio y medioambiente se han hecho más visibles desde los años noventa, como muestra el aumento de las controversias comerciales vinculadas con aspectos ambientales y la creciente incorporación de capítulos ambientales en los acuerdos comerciales. Por último, en el capítulo III se examina la situación de la infraestructura y la logística, aspectos clave para el comercio internacional y la producción. Se concluye destacando la necesidad de reexaminar las políticas públicas en materia de concesiones de infraestructura económica y el rol central de la acción regulatoria del Estado, especialmente en el ámbito de la competencia.

This book proposes a renewal of 'Open Regionalism' in Latin America and the Caribbean (LAC) aimed at achieving the region's goals of high growth with stability. The LAC region experienced a growth spurt with equity during the first decade of the 21st Century. It is well understood that an unsustainable demand boom fueled by terms-of-trade improvements drove this growth acceleration episode, especially in South America. Unfortunately, terms of trade are no longer fueling growth, and the region’s policymakers are in search of new sources of growth with stability. With the experience of East Asia and the Pacific in mind, many policymakers in LAC are looking to international economic ties as a potential source of stable growth. The challenge highlighted in this book lies in designing an integration agenda comprising trade and factor market integration that is conducive to region-wide efficiency gains, which can help LAC enhance its global competitiveness. The forces of geography imply that pro-growth global integration cannot be achieved without building a strong neighborhood. Thus, this volume argues that LAC's regional economic integration agenda needs to go well beyond the current spaghetti bowl of preferential trading arrangements.
