Rasgo distintivo de la era neoliberal, la dominación de los poderes públicos por las finanzas subyace y condiciona los problemas sociopolíticos contemporáneos. El presente libro analiza la naturaleza y evolución de las relaciones entre el Estado y el capital financiero. Sostiene que la dinámica de esas relaciones conduce a la dominación del primero por el segundo. No obstante, más que la opresión de oligarquías rentistas, el fenómeno indica un alto grado de socialización de los recursos productivos y distributivos, al tiempo que crea mecanismos para su apropiación y gestión colectivas. El Leviatán domesticado considera el alineamiento de las prácticas estatales sobre los intereses financieros en dos niveles: la evolución de la política económica y la organización interna de la máquina de Estado. El primer nivel remite prioritariamente a la actualización de los vínculos entre el Banco Central y la Hacienda. El segundo remite a la idea de administrar el Estado como una gran empresa; es decir, a la introducción de procedimientos de management corporativo en la organización y funcionamiento de los poderes públicos. Ambos develan cómo la lógica financiera orienta la acción estatal, al tiempo que penetra y moldea las instituciones ejecutoras de los poderes públicos. Situado en el terreno de la economía política, El Leviatán domesticado es una contribución al análisis de la formación del Estado al servicio del capital financiero y al esclarecimiento de sus diferentes facetas. Why the current Bretton Woods-like international financial system, featuring large current account deficits in the center country, the United States, and massive reserve accumulation by the periphery, is not sustainable. In Global Imbalances and the Lessons of Bretton Woods, Barry Eichengreen takes issue with the argument that today's international financial system is largely analogous to the Bretton Woods System of the period 1958 to 1973. Then, as now, it has been argued, the United States ran balance of payment deficits, provided international reserves to other countries, and acted as export market of last resort for the rest of the world. Then, as now, the story continues, other countries were reluctant to revalue their currencies for fear of seeing their export-led growth slow and suffering capital losses on their foreign reserves. Eichengreen argues in response that the power of historical analogy lies not just in finding parallels but in highlighting differences, and he finds important differences in the structure of the world economy today. Such differences, he concludes, mean that the current constellation of exchange rates and payments imbalances is unlikely to last as long as the original Bretton Woods System. Two of the most salient differences are the twin deficits and low savings rate of the United States, which do not augur well for the sustainability of the country's international position. He studies Japan's exit from its dollar peg in 1971, drawing lessons for China's transition to greater exchange rate flexibility. And he considers the history of reserve currency competition, asking if it has lessons for whether the dollar is destined to lose its standing as preeminent international currency to the euro or even the Chinese renminbi.

Argentinean philosopher, theologian, and historian Enrique Dussel understands the present international order as divided into the "culture of the center" -- by which he means the ruling elite of Europe, North America, and Russia -- and "the peoples of the periphery" -- by which he means the populations of Latin America, Africa, and part of Asia, and the oppressed classes (including women and children) throughout the world. In 'Philosophy of Liberation,' he presents a profound analysis of the alienation of peripheral peoples resulting from the imperialism of the center for more than five centuries. Dussel's aim is to demonstrate that the center's historic cultural, military, and economic domination of poor countries is 'philosophically' founded on North Atlantic onthology. By expressing supposedly universal knowledge, European philosophies, argues Dussel, have served to equate the cultural standards, modes of behavior, and rationalistic orientation of the West with human nature and to condemn the unique characteristics of peripheral peoples as "nonbeing, nothing, chaos, irrationality." Hence, Western philosophies have historically legitimated and hidden the domination that oppressed cultures have suffered at the hands of the center. Dussel probes multinational corporations, the communications media, and the armies of the center with their counterparts among the Third World elite. The creation of a just world order in the future, according to Dussel, hinges on the liberation of the periphery, based on a philosophy that is able to "think the world" from the perspective of the poor and to reclaim the Third World's distinct cultural inheritance, which is imbedded in the popular cultures of the poor. Apart from the liberation of the periphery, there will be no future: "the center will feed itself on the sameness it has ingrained within itself. The death of the child, of the poor, will be its own death." This is a disquieting but stimulating book for scholars and advanced students of philosophy, ethics, liberation theology, and global politics.
