The nineteenth century was an era of breathtakingly ambitious geographic expeditions across the Americas. The seminal Chorographic Commission of Colombia, which began in 1850 and lasted about a decade, was one of Latin America's most extensive. The commission's mandate was to define and map the young republic and its resources with an eye toward modernization. In this history of the commission, Nancy P. Appelbaum focuses on the geographers' fieldwork practices and visual production as the men traversed the mountains, savannahs, and forests of more than thirty provinces in order to delineate the country's territorial and racial composition. Their assumptions and methods, Appelbaum argues, contributed to a long-lasting national imaginary. What jumps out of the commission's array of reports, maps, sketches, and paintings is a portentous tension between the marked differences that appeared before the eyes of the geographers in the field and the visions of sameness to which they aspired. The commissioners and their patrons believed that a prosperous republic required a unified and racially homogeneous population, but the commission's maps and images paradoxically emphasized diversity and helped create a "country of regions." By privileging the whiter inhabitants of the cool Andean highlands over those of the boiling tropical lowlands, the commission left a lasting but problematic legacy for today's Colombians.

David Sowell traces the history of artisan labor organizations in Bogotá and examines long-term political activity of Colombian artisans in the century after independence. Relying on contemporary newspapers, political handouts, broadsides, and public petitions, Sowell analyzes the economic, social, and political history of the capital's artisan class, a middling social sector with very significant social and political strengths. This is the first study in English of nineteenth-century Latin American artisans and one of the few treatments that spans the whole of nineteenth-century Colombian history.The rise and late decline of artisan class political activity coincided the Colombia's integration into the world market. Initially petitioning for tariff protection, Bogotá's craftsmen in time mobilized to address numerous issues, including industrial education, internal trade order, credit, and better health and educational facilities. Sowell traces the transformation of Colombia's economy and the (mainly negative) effects its evolution had on bogotano artisans. By the end of the nineteenth century, the artisans class was fragmented, their labor leadership replaced by workers associated with industrial production, transportation systems, and the production of coffee. Contentious Republicans explores the mid-nineteenth-century rise of mass electoral democracy in the southwestern region of Colombia, a country many assume has never had a meaningful democracy of any sort. James E. Sanders describes a surprisingly rich republicanism characterized by legal rights and popular participation, and he explains how this vibrant political culture was created largely by competing subaltern groups seeking to claim their rights as citizens and their place in the political sphere. Moving beyond the many studies of nineteenth-century nation building that focus on one segment of society, Contentious Republicans examines the political activism of three distinct social and racial groups: Afro-Colombians, Indians, and white peasant migrants. Beginning in the late 1840s, subaltern groups entered the political arena to forge alliances, both temporary and enduring, with the elite Liberal and Conservative Parties. In the process, each group formed its own political discourses and reframed republicanism to suit its distinct needs. These popular liberals and popular conservatives bargained for the parties’ support and deployed a broad repertoire of political actions, including voting, demonstrations, petitions, strikes, boycotts, and armed struggle. By the 1880s, though, many wealthy Colombians of both parties blamed popular political engagement for social disorder and economic failure, and they successfully restricted lower-class participation in politics. Sanders suggests that these reactionary developments contributed to the violence and unrest afflicting modern Colombia. Yet in illuminating the country’s legacy of participatory politics in the nineteenth century, he shows that the current situation is neither inevitable nor eternal.

Sanders contends that Latin America in this period was a site of genuine political innovation and popular debate reflecting Latin Americans' visions of modernity. Drawing on archival sources in Mexico, Colombia, and Uruguay, Sanders traces the circulation of political discourse and democratic practice among urban elites, rural peasants, European immigrants, slaves, and freed blacks to show how and why ideas of liberty, democracy, and universalism gained widespread purchase across the region, mobilizing political consciousness and solidarity among diverse constituencies. In doing so, Sanders reframes the locus and meaning of political and cultural modernity.

The Ideal of the Practical is a study of efforts by a segment of the upper class in an aristocratic Latin American society to alter cultural values in the society, creating stronger orientations toward the technical and the practical. Frank Safford describes attempts by members of Colombia’s nineteenth-century political elite to use technical education as a means of nurturing energetic upper-class entrepreneurs and an industrious working class in a static agrarian economy. In the course of his analysis, Safford sketches the historical development of scientific and technical education and of the engineering profession in Colombia. The book opens with a description of the economic and social context of early nineteenth-century Colombia. It then discusses some early experiments with manual industrial training between 1820 and 1850. Later chapters deal with the careers of upper-class youths sent abroad for scientific and technical training, the growth of indigenous engineering education, and the crystallization of a Colombian engineering profession. While the book primarily explores the nineteenth century, it also touches on eighteenth-century Spanish Bourbon antecedents and provides an epilogue on the twentieth-century evolution of technical elites in Colombia. The author focuses on the reasons why the implantation of technical education and technical orientations proved difficult. He examines the interplay between various obstructions: on the one hand, a hierarchical social structure and aristocratic social values and, on the other, obstructions created by fundamental geographic and economic conditions. He concludes that, while Colombian leaders had hoped that technical education and the development of values oriented toward the technical would spearhead economic growth, in fact economic growth proved a prerequisite for the effective implantation of technical orientations and training.
