Este trabajo versa sobre las consecuencias en la Administración Española en general, y en especial en la municipal, producidas por la reforma Constitucional acometida en 2011, que modificó de manera sustancial el artículo 135 de la Carta Magna. El tema elegido, tiene por tanto plena actualidad. En paralelo podemos comprobar como el sistema financiero mundial ha entrado en los últimos años en una profunda crisis que ha dañado gravemente las economías del llamado primer mundo, ha destruido millones de puestos de trabajo y agravado los niveles de pobreza en muchos países, lo que se ha traducido en revueltas sociales como la conocida primavera árabe o en otros movimientos sociales como el popular 15-M en España, y en el auge conseguido por «Podemos» en las últimas elecciones europeas, y municipales y autonómicas. Por otro lado, a lo largo de estas páginas, se profundiza sobre la intensa vinculación existente entre la situación política y la económica, y cómo esta relación se ha plasmado en nuestra reforma Constitucional y en la Ley de estabilidad presupuestaria como herramientas fundamentales contra un déficit público, que llegó a alcanzar dimensiones inasumibles a finales de 2011. En esta misma línea, se analiza una de las técnicas empleadas a los efectos de reducir el gasto público, consistente en evitar la duplicidad de competencias entre las Administraciones Públicas, y los necesarios cambios legislativos introducidos por el Gobierno central, en busca de unas mejores Administraciones, más eficaces, más eficientes, más transparentes y con mayores niveles de rendimientos y responsabilidad y, sobre todo, más baratas. Y todo ello, sin que las modificaciones que se introducen, más numerosas que las deseables en términos de recortes, supongan un desmantelamiento de los servicios públicos, limitación de la autonomía local o reducción del pluralismo político. Las reformas legales y administrativas puestas en marcha en los últimos tres años son por tanto centro de este libro, y sus consecuencias son analizadas en profundidad. El trabajo se desarrolla en dos partes: — La reforma de la Constitución y sus consecuencias. — La Ley 27/2013, de Racionalización y Sostenibilidad de la Administración local. Paloma García Romero, Licenciada en Derecho por la Universidad Complutense de Madrid y Doctora en Derecho (Universidad San Pablo CEU, Madrid), ha desempeñado diversos cargos de relevancia en el ámbito de la Administración Local y Autonómica. En la actualidad es concejal del Ayuntamiento de Madrid.

La producción intelectual de la CEPAL en sus 70 años de existencia ha sido vasta en distintos ámbitos del desarrollo. In any country where there is a Bill of Rights, constitutional rights reasoning is an important part of the legal process. As more and more countries adopt Human Rights legislation and accede to international human rights agreements, and as the European Union introduces its own Bill of Rights, judges struggle to implement these rights consistently and sometimes the reasoning behind them is lost.
