En este libro se presentan los resultados de investigación del Observatorio de tierras sobre la reforma agraria más importante del siglo XX en Colombia. El Frente Nacional (1958-1974) fue un acuerdo de cogobierno entre los dos grandes partidos de ese momento, el Liberal y el Conservador, que habían estado adelantando ‘una guerra civil no declarada’ durante el periodo inmediatamente anterior, conocido como La Violencia. Durante el Frente Nacional se aprobaron dos grandes leyes de reforma agraria: una en 1961 (Ley 135) y otra en 1968 (Ley 1). Entre los propósitos de la segunda estaba profundizar y desarrollar la primera. Finalmente, desde enero de 1972 a través del llamado Pacto de Chicoral se inició el proceso de desmonte radical del proyecto reformista del Frente Nacional (Villamil Chaux, 2015, p. 47). Chicoral fue un golpe mortal a una política que ya por entonces caía muy lejos de los objetivos distributivos que se había propuesto. Dado este desenlace, y la persistente y brutal concentración de la tierra en Colombia, a las reformas del Frente Nacional se les hacen una multitud de reproches. Esta obra presenta un análisis profundo de las reformas y trata de responder una pregunta recurrente: ¿Por qué tuvieron las reformas agrarias del Frente Nacional un efecto distributivo apenas ‘marginal’?

Although Villavicencio, the capital of the Department of Meta, is located just 120 miles from Bogot , the mountains of the eastern Andean Cordillera lies between the two cities. As a result, after its founding in 1842, Villavicencio remained an isolated frontier outpost for more than one hundred years--even though "El Portal de la Llanura" ("the Gateway to the Plains") provided the principal access to Colombia's tropical plains (Llanos), a vast grassy region cut by tributaries connecting with the Meta and Guaviare rivers and eventually the Orinoco. Nineteenth- and twentieth-century governments in Bogot regarded the Llanos as the "Eastern Lands of Promise," underestimating the geographic and climatic obstacles to their development.
