Particularly timely in light of the recent Mexican peso crisis, Mobile Capital and Latin American Development examines the causes, consequences, and implications of the Latin American capital flight of the 1980s. It addresses the increasingly mobile and privatized nature of international capital and its power to shape economic policy in those countries. Through a comparison of the policy experiences of Argentina, Brazil, Chile, Colombia, Mexico, and Venezuela, James E. Mahon finds that those countries that suffered the most capital flight had previously faced fewer structural trade problems and had not reoriented their exchange policies to diversify exports and deal with exchange-market instability. Since the countries that stumbled worst into capital flight before the debt crisis were later among the most aggressive neoliberal reformers, Mahon discusses the ways in which overseas capital served as a kind of pressure for free-market reform. Finally, the idea that internationally mobile capital now can operate as a kind of senate--an arm of the wealthy few, guarding the established order against the arbitrary, dangerous tendencies of the executive and popular chamber--is examined with relation to theories of dependency and the institutionalization of democracy.

In 1981, the European and World Values surveys started the empirical investigation of cultural values on a global scale. When the PRI fell from power in the elections of 2000, scholars looked for an explanation. Some focused on international pressures, while others pointed to recent electoral reforms. In contrast, Dolores Trevizo argues that a more complete explanation takes much earlier democratizing changes in civil society into account. Her book explores how largely rural protest movements laid the groundwork for liberalization of the electoral arena and the consolidation of support for two opposition parties, the PAN on the right and the PRD on the left, that eventually mounted a serious challenge to the PRI. She shows how youth radicalized by the 1968 showdown between the state and students in Mexico City joined forces with peasant militants in nonviolent rural protest to help bring about needed reform in the political system. In response to this political effervescence in the countryside, agribusinessmen organized in peak associations that functioned like a radical social movement. Their countermovement formulated the ideology of neoliberalism, and they were ultimately successful in mobilizing support for the PAN. Together, social movements and the opposition parties nurtured by them contributed to Mexico&’s transformation from a one-party state into a real electoral democracy nearly a hundred years after the Revolution.

When Americans and Latin Americans talk about democracy, are they imagining the same thing? For years, researchers have suspected that fundamental differences exist between how North Americans view and appraise the concept of democracy and how Latin Americans view the same term. These differences directly affect the evolution of democratization and political liberalization in the countries of the region, and understanding them has tremendous consequences for U.S.-Latin American relations. But until now there has been no hard data to make "the definition of democracy" visible, and thus able to be interpreted. This book, the culmination of a monumental survey project, is the first attempt to do so.Camp headed a research team that in 1998 surveyed 1,200 citizens in three countries—three distinct cases of democratic transition. Costa Rica is alleged to be the most democratic in Latin America; Mexico is a country in transition toward democracy; Chile is returning to democracy after decades of severe repression. The survey was carefully designed to show how the average citizen in each of these nations understands democracy.In Citizen Views of Democracy in Latin America, ten leading scholars of the region analyze and interpret the results. Written with scholar and undergraduate in mind, the essays explore the countries individually, showing how the meaning of democracy varies among them. A key theme emerges: there is no uniform "Latin American" understanding of democracy, though the nations share important patterns. Other essays trace issues across boundaries, such as the role of ethnicity on perceptions of democracy. Several of the contributors also compare democratic norms in Latin America with those outside the region, including the United States. Mexican presidents Lázaro Cárdenas (1934–1940) and Luis Echeverría (1970–1976) used populist politics in an effort to obtain broad-based popular support for their presidential goals. In spite of differences in administrative plans, both aimed to close political divisions within society, extend government programs to those on the margins of national life, and prevent foreign ideologies and practices from disrupting domestic politics. As different as they were in political style, both relied on appealing to the public through mass media, clothing styles, and music. This volume brings together twelve original essays that explore the concept of populism in twentieth century Mexico. Contributors analyze the presidencies of two of the century’s most clearly populist figures, evaluating them against each other and in light of other Latin American and Mexican populist leaders. In order to examine both positive and negative effects of populist political styles, contributors also show how groups as diverse as wild yam pickers in 1970s Oaxaca and intellectuals in 1930s Mexico City had access to and affected government projects. The chapters on the Echeverría presidency are written by contributors at the forefront of emerging scholarship on this topic and demonstrate new approaches to this critical period in Mexican history. Through comparisons to Echeverría, contributors also shed new light on the Cárdenas presidency, suggesting fresh areas of investigation into the work of Mexico’s quintessentially populist leader.
