Reclaiming Participatory Governance offers empirical and theoretical perspectives on how the relationship between social movements and state institutions is emerging and developing through new modes of participatory governance. One of the most interesting political developments of the past decade has been the adoption by social movements of strategies seeking to change political institutions through participatory governance. These strategies have flourished in a variety of contexts, from anti-austerity and pro-social justice protests in Spain, to movements demanding climate transition and race equality in the UK and the USA, to constitutional reforms in Belgium and Iceland. The chief ambition and challenge of these new forms of participatory governance is to institutionalise the prefigurative politics and social justice values that inspired them in the first place, by mobilising the bureaucracy to respond to their claims for reforms and rights. The authors of this volume assess how participatory governance is being transformed and explore the impact of such changes, providing timely critical reflections on: the constraints imposed by cultural, economic and political power relations on these new empowered participatory spaces; the potential of this new "wave" of participatory democracy to reimagine the relationship between citizens and traditional institutions towards more radical democratic renewal; where and how these new democratisation efforts sit within the representative state; and how tensions between the different demands of lay citizens, organised civil society and public officials are being managed. This book will be an important resource for students and academics in political science, public administration and social policy, as well as activists, practitioners and policymakers interested in supporting innovative engagement for deeper social transformation. The New Urban Agenda (NUA), adopted in 2016 at the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in Quito, Ecuador, represents a globally shared understanding of the vital link between urbanization and a sustainable future. This book shows how the introduction of intermediation is relevant in studying political and public policy processes, as they are increasingly accompanied by grey spaces in public and non-public arenas that cannot be categorized as purely representative or purely participative. This open access volume analyses the development of democracy at different levels of governance (from local to global). The Basque search for an institutional and democratic model that adapts to its social needs and solves its problems offers an interesting perspective for analyzing the way in which democracy is seeking new forms of materialization from the local to the global. Representative democracy is often seen as a stable institutional system insusceptible to change. However, the preferences of the broad public are changing and representative, group based democracy has lost importance. "En 1989 los gobernantes de la ciudad de Porto Alegre crearon el presupuesto participativo como una forma de abrir la discusión del presupuesto municipal a la ciudadanía. Desde entonces la experiencia se ha expandido por el mundo. Este libro pretende hacer un recorrido analítico por la expansión de los presupuestos participativos en España, que empiezan a organizarse en ciudades de todo tamaño desde el año 2001, con el objetivo de comprender las claves de su difusión, así como su funcionamiento y sus límites en las democracias municipales españolas. Para ello, el presente estudio parte de una encuesta a los participantes de ocho experiencias con una muestra de más de 1.100 casos, además de un análisis de los procedimientos de más de 50 procesos existentes hasta el año 2010. Se realiza también un seguimiento de las dinámicas administrativas sobre las que se asienta la experiencia con el objetivo de comprender su impacto, así como su articulación con las administraciones. El trabajo permite afirmar que el impacto de los presupuestos participativos sobre los municipios es modesto, sin embargo, ha instaurado otra forma de pensar las relaciones entre gobernantes y gobernados más horizontal, que incorpora dinámicas deliberativas y sugiere un horizonte político distinto al que habitualmente ha estado presente en la realidad de los municipios españoles" (4ème de couv.).
