This open access volume analyses the development of democracy at different levels of governance (from local to global). The Basque search for an institutional and democratic model that adapts to its social needs and solves its problems offers an interesting perspective for analyzing the way in which democracy is seeking new forms of materialization from the local to the global. The volume is divided into four parts. The chapters in Part I analyze the tensions between the neoliberal vision of democracy and the voices contesting it, with projections at different levels of government. The chapters in Part II focus on the emerging framework and scales of Western democracy. The chapters in Part III present new forms of citizen participation, paying special - though not exclusive - attention to new practical strategies for Basque society. The volume concludes with a block of chapters on the relevance of reviewing the methodological and epistemological frameworks from which knowledge about democracy and mechanisms of citizen participation is generated (Part IV). By delving deeper into the idea and practice of democratic governance, this volume will be of interest to researchers and students from all disciplines of politics, international relations, sociology and law.

The revolution in digital communications has altered the relationship between citizens and political elites, with important implications for democracy. As new information ecosystems have evolved, as unforeseen examples of their positive and negative consequences have emerged, and as theorizing, data, and research methods have expanded and improved, the central question has shifted from if the digital information environment is good or bad for democratic politics to how and in what contexts particular attributes of this environment are having an influence. It is only through the careful analysis of specific cases that we can begin to build a more comprehensive and nuanced understanding of the role of digital media in democratic theory and practice. This book evaluates the global status and prospects of democracy, with an emphasis on the quality of democratic institutions and the effectiveness of governance as key conditions for stable democracy. Bringing together a wide range of the author’s work over the past three decades, it advances a framework for assessing the quality of democracy and it analyzes alternative measures of democracy. Drawing on the most recent data from Freedom House, it assesses the global state of democracy and freedom, as of the beginning of 2015, and it explains why the world has been experiencing a mild but now deepening recession of democracy and freedom since 2005. A major theme of the book across the three decades of the author’s work is the relationship between democratic quality and stability. Democracies break down, Diamond argues, not so much because of economic factors but because of corrupt, inept governance that violates individual rights and the rule of law. The best way to secure democracy is to ensure that democracy is accountable, transparent, genuinely competitive, respectful of individual rights, inclusive of diverse forms and sources of participation, and responsive to the needs and aspirations of ordinary citizens. Viable democracy requires not only a state that can mobilize power to achieve collective goals, but also one that can restrain and punish the abuse of power—a particularly steep challenge for poor countries and those with natural resource wealth.
