La forma de elección del Congreso influye directamente en la gobernabilidad, en especial por el impacto que tiene en la estructura y funcionamiento de los partidos políticos y la forma de desplegarse en el interior de las corporaciones legislativas y en las relaciones con los otros poderes públicos. Esta investigación se enmarca dentro de los estudios del derecho electoral, pero de manera específica sobre uno de los aspectos más decisivos de esta disciplina, como es el estudio y análisis del sistema electoral, definido como el conjunto de elementos o variables que permiten convertir los votos válidamente expresados por los ciudadanos en curules o escaños. En últimas, la determinación de quién gana y quién pierde en la democracia; es decir, quiénes acceden al poder. Y es claro que su incidencia en la elección parlamentaria va mucho más allá: en efecto, nos dirá cómo quedan representadas en el legislativo las distintas fuerzas políticas, quiénes conformarán las coaliciones de gobierno y quiénes la oposición, así como la incidencia en el propio sistema de partidos. Así las cosas, la decisión de adoptar o escoger un sistema electoral es una de las decisiones trascendentales para cualquier Estado democrático. Sus efectos se verán reflejados en todo el contexto de la vida política del Estado. Pues bien, este libro contiene un análisis descriptivo y una especie de balance de la aplicación del sistema electoral con ocasión de los 15 años de su incorporación con la reforma política de 2003, con el propósito de determinar si este puede ser susceptible de perfeccionamiento con el objetivo de garantizar un sistema que sea capaz de mejorar la representación, la participación y la gobernabilidad.
