This book analyses the influence of Francoist policy on agricultural output in the 1939-55 period. The focus is on the wheat, olive and wine sectors and special attention is given to small-scale farmers. Agrarian policy for wheat and olive oil included pricefixing, production quotas and rationing of consumption. Producers and consumers circumvented intervention by creating a black market. When earnings from the black market are included, value of output per unit of land remained close to pre-war levels. It is then concluded that the decrease in wheat output was caused by lack of draught animals and fertilisers rather than state intervention. Intervention in the wheat sector was therefore desirable from a social viewpoint but the system could have been improved significantly. Average olive oil output only fell below the pre-war level immediately after the war. Consequently, state intervention was unnecessary after 1942-43 and could have been abolished long before it was finally done in 1952. In the wine sector, policy aimed at increasing farm prices rather than decreasing consumer prices. Table wine consumption declined after the war but this was counteracted by higher demand for high-alcohol white wine for the production of brandy and industrial alcohol. Consequently, the analysis shows that similar kinds of intervention led to quite different result in terms of production, as demonstrated in the cases of wheat and olives. On the other hand, different types of intervention led to similar results in production for olives and vines.

El tema de las desamortizaciones, o la desvinculación de los bienes (rústicos y urbanos) ha sido uno de los que más páginas han ocupado en nuestros libros de historia, llegando en algunos momentos a convertirse en "tema estrella" por el protagonismo adquirido en el debate historiográfico, en un país como el nuestro en el que la tierra y su posesión ha conformado el núcleo central y el objeto no sólo del debate económico, sino de la propia confrontación social y política. Hoy, sabemos, que los distintos procesos desamortizadores que se han sucedido y, sobre todo, las últimas fases con inspiración en la Francia revolucionaria, han jugado un importante papel en la modernización de la agricultura española, aunque en aspectos tan relevantes como el aumento de la productividad influyeron (además de los aspectos técnicos), otros factores como la supresión de los mayorazgos, de los diezmos, de la Mesta y otros como la mejora de las comunicaciones, el aumento demográfico, etc. También hoy con las investigaciones recientes debemos ponderar la gran importancia de la pequeña propiedad en la conformación del espacio agrario y que ha venido a superar la relación dual terrateniente-jornalero. En la provincia de Almería de la fase de Madoz sólo conocíamos algunos aspectos parciales y los datos globales publicados a nivel nacional que en líneas generales no difieren sustancialmente de los que aporta nuestra investigación. La cronología de nuestro trabajo, que se alarga hasta 1936, viene impuesta por la fecha de la última subasta y, este punto, representa una particularidad con respecto a otras investigaciones homologas. También son novedosas cuestiones como la redención de los censos; el protagonismo (ritmo, número, cuantía, etc.) que los bienes enajenados de las distintas Instituciones alcanzan. Otro aspecto novedoso a destacar es el análisis de los efectos de la "crisis finisecular" y las derivaciones de bienes particulares incautados por el Estado que, sin ser propiamente "de manos muertas" se enajenan con la cobertura jurídica y administrativa de la legislación desamortizadora. En los apartados cuantitativos, el comportamiento de la desamortización en la provincia almeriense se aparta de los datos de Andalucía y de los de España. En Almería más del 92% de la superficie enajenada lo es, tras la legislación de Madoz; mientras que en Andalucía y España (55,5% y 48,1% respectivamente) el proceso es más suave y escalonado. Otra de las cuestiones a tener en cuenta es el escaso peso en términos relativos que el proceso desamortizador supuso con respecto a la población provincial. Las fincas subastadas en Almería representan el 0,6% del total español, cifra desfasada con respecto al peso demográfico provincial (casi el 2% de la población española. También los valores porcentuales de la inversión por superficie nos arrojan valores inferiores a los andaluces y nacionales con una media del 21,3 % para Almería, mientras en Andalucía supuso un 39,4 % más. El limitado impacto inversor en la provincia parece derivado de la debilidad de la economía provincial en su conjunto; aunque sabemos, que determinados sectores económicos mantuvieron una actividad inversora relevante, como es el caso de la minería, con un comportamiento aparentemente contradictorio al detraer inversiones de la desamortización hacia la minería para a su vez, invertir en aquella beneficios procedentes del negocio minero. Considerando el periodo 1836-1895, es decir la fase de Mendizábal y el periodo más importante de la de Madoz, la recaudación alcanzó casi 11,5 millones de pesetas, de los que el 35,7% corresponden al periodo 1836-1849 y 64,3% restante al de 1855-1895. Las cifras porcentuales anteriores son homologables con las españolas en los dos periodos; superior a la andaluza con Mendizábal (26,32 %) e inferior con Madoz (73,67 %).
