Actualmente casi todos los envíos internacionales necesitan emplear más de un tipo de transporte desde su punto de origen hasta su destino final. Cada uno de los tipos mundiales de transporte de carga y pasajeros ha desempeñado un papel esencial en la facilitación de la diversificación geográfica del comercio. En este trabajo se evalúa, a través del método de Análisis de Componentes Principales, la competitividad del transporte internacional considerando, a su vez, las variables más importantes que inciden en este sector y el desempeño de las economías respecto de dichas variables. Se analiza la estructura del sistema de transporte internacional para veintinueve países, entre ellos siete de América Latina. Los resultados mostrados en el índice de competitividad del transporte internacional señalan que los países más competitivos en materia de transporte internacional son, en orden descendente, Hong Kong, Estados Unidos, Singapur, China, Suecia, España, Japón, Bélgica, Dinamarca y Canadá. El estudio destaca también que los países de América Latina con mayores puntuaciones en este rubro son Brasil, seguido de Panamá, Chile y Costa Rica.Currently almost all international shipments need to employ more than one type of transportation from their point of origin to final destination. Each one of the world types of cargo and passengers transportation has played a key role in facilitating the geographical diversification of trade. This paper evaluates, through the method of principal component analysis, the competitiveness of international transport considering, in turn, the most important variables affecting this sector and economic performance with respect to these variables. The structure of the international transport system is analyzed for twenty-nine countries, including seven in Latin America. The results shown in the competitiveness index of international transport show that the most competitive countries in international transport are, in descending order, Hong Kong, USA, Singapore, China, Sweden, Spain, Japan, Belgium, Denmark and Canada. The study also highlights that the Latin American countries with higher scores in this category are Brazil, followed by Panama, Chile and Costa Rica.

Spanish Abstract: Las tendencias del comercio internacional han modificado la estructura de costos, precios, logística, cadenas de suministros y por consiguiente de las ventajas comparativas, estas tendencias de igual manera han definido la competitividad comercial de los países siendo cada vez más relevante el nivel de integración de las redes mundiales de transporte como factor impulsor del comercio internacional. En este trabajo se evalúa, a través del Análisis de Componente Principales, la competitividad del transporte aéreo y marítimo internacional considerando a su vez las variables más importantes que inciden en este sector y el desempeño de las economías respecto de dichas variables, estudiando la estructura del sistema de transporte aéreo y marítimo internacional para veintinueve países, entre ellos siete de América Latina. Los resultados mostrados en el índice de competitividad del transporte internacional, señalan que los países más competitivos en materia de transporte aéreo y marítimo internacional de acuerdo a las variables analizadas son, en orden descendente, Estados Unidos, China, Australia, Panamá, Alemania, Hong Kong, Chile, Singapur, Corea, Argentina, Bélgica, España, Canadá, Japón y Reino Unido. En 2019 el desempeño del comercio mundial de bienes sería el peor desde la crisis financiera. En esta edición de Perspectivas del Comercio Internacional de América Latina y el Caribe se analiza dicho fenómeno, así como las crecientes tensiones comerciales y las repercusiones en el comercio regional. La fuerte desaceleración del comercio mundial responde tanto a la acumulación de barreras comerciales desde 2018 como a otros factores de más larga data. Entre estos se destacan la menor demanda mundial, la creciente sustitución de importaciones por producción nacional en algunas economías, la menor proporción de la producción china que se destina a la exportación, el retroceso de las cadenas globales de valor y la irrupción de nuevas tecnologías que causan un impacto en la naturaleza misma del comercio. En el capítulo II se analiza la forma en que el comercio internacional puede hacer un mayor aporte a la sostenibilidad ambiental. Los vínculos entre comercio y medioambiente se han hecho más visibles desde los años noventa, como muestra el aumento de las controversias comerciales vinculadas con aspectos ambientales y la creciente incorporación de capítulos ambientales en los acuerdos comerciales. Por último, en el capítulo III se examina la situación de la infraestructura y la logística, aspectos clave para el comercio internacional y la producción. Se concluye destacando la necesidad de reexaminar las políticas públicas en materia de concesiones de infraestructura económica y el rol central de la acción regulatoria del Estado, especialmente en el ámbito de la competencia.

For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere.
