Las elecciones en el siglo XIX mexicano, sin ser democráticas, tuvieron un lugar y una función política fundamental que iba mucho más allá de un simple ritual legitimador de gobiernos republicanos. Tuvieron gran centralidad en la construcción de los poderes públicos, así como en los procesos de articulación de la sociedad política en sus diferentes niveles y momentos. Las elecciones decimonónicas constituyeron una forma muy importante de hacer política en el México de entonces —entretejidas con otras, como la acción periodística y los pronunciamientos militares. Normas y prácticas electorales se transformaron a lo largo del siglo y dieron lugar a procesos que, con periodos de mayor o menor inclusión, crearon espacios de negociación y participaron en la dinámica de organización política de un complejo país, mahyoritarimente rural y con instituciones fundadas sobre la base de fuertes poderes territoriales. En los dos tomos que integran este volumetn se reúnen 17 estudios de caso de prácticas electorales en diferentes tiempos y lugares del país entre 1812 y 1900. Su elaboración a partir de la consulta de fuentes primarias antes poco exploradas permite superar lecturas tradicionales —aquellas que sólo veían en los procesos electorales fraude y manipulación—, en favor de una mirada más comprensiva de su lugar y significado en la construcción y consolidación de las instituciones políticas mexicanas.

Desde 1812 y en adelante, las elecciones celebradas en Nueva España y México partieron de un principio de sufragio amplio —con pocos momentos de restricción legal del mismo—, condición que obligaba a la organizacón y movilización del voto. Efectivamente, un electorado extendido no establece, no puede hacerlo, una relación directa, personal, con quienes serán sus representantes. Por ello se requería de un movimiento de opinión que diera a conocer a los candidatos y orientara el voto; también era necesaria la movilización de redes sociales y políticas y, conforme se iban quebrando cacicazgos y otras formas de control popular tradicional, se hizo indispensable la acción de asociaciones, círculos políticos y partidos que hicieran posible que los ciudadanos convocados llegaran a las urnas y emitieran su voto el día de la elección. ¿Quiénes y cómo organizaban las campañas electorales y movilizaban a los votantes en el largo siglo XIX mexicano? ¿Cómo fue que los comicios de corte liberal, diseñados para elegir mediante sufragio popular a los gobernantes en el México independiente, hicieron suya la rica tradición electoral novohispana? ¿En qué consistían los rituales propios de las campañas electorales y cómo se fueron transformando a lo largo del siglo? ¿Qué lugar ocupaban los candidatos en las campañas electorales? ¿Cómo se movilizaba a los votantes? ¿Qué significado tenían dichas prácticas? David Sowell traces the history of artisan labor organizations in Bogotá and examines long-term political activity of Colombian artisans in the century after independence. Relying on contemporary newspapers, political handouts, broadsides, and public petitions, Sowell analyzes the economic, social, and political history of the capital's artisan class, a middling social sector with very significant social and political strengths. This is the first study in English of nineteenth-century Latin American artisans and one of the few treatments that spans the whole of nineteenth-century Colombian history.The rise and late decline of artisan class political activity coincided the Colombia's integration into the world market. Initially petitioning for tariff protection, Bogotá's craftsmen in time mobilized to address numerous issues, including industrial education, internal trade order, credit, and better health and educational facilities. Sowell traces the transformation of Colombia's economy and the (mainly negative) effects its evolution had on bogotano artisans. By the end of the nineteenth century, the artisans class was fragmented, their labor leadership replaced by workers associated with industrial production, transportation systems, and the production of coffee.
