Este libro aborda dos temas estrechamente relacionados: los retos de la gobernanza democrática en varios países de América Latina y las dificultades de encontrar soluciones regionales a los conflictos nacionales de mayor trascendencia. La coyuntura política ha puesto a prueba la fortaleza de las instituciones democráticas en muchos países latinoamericanos. En 2019 y 2020, en Chile, Ecuador y Colombia se dieron vigorosas protestas que mostraban un malestar profundo con respecto a los arreglos institucionales establecidos, la clase política y los efectos del modelo de desarrollo vigente, y que evidenciaron un proceso continuo de deterioro y transformación de los acuerdos que habían regido los procesos de democratización en la región a finales del siglo xx. En muchos países se profundizó el desgaste de los sistemas de partidos, los liderazgos políticos establecidos y las instituciones tradicionales de la democracia representativa. En algunos, la alternancia democrática dio lugar a cambios que expresan una polarización en la orientación de los programas de gobierno y de las sociedades. En este contexto, hay síntomas claros de un estancamiento del regionalismo latinoamericano en casi todas sus variantes, mismo que merma la capacidad de acción colectiva.

Sartori begins by assessing electoral systems. He attacks the conventional wisdom that their influence cannot be predicted and also disputes the view that proportional representation is always best and will deliver 'consensus democracy'. He argues that the double-ballot formulas deserve more consideration for their ability to facilitate governability in adverse circumstances. His comparative assessment of presidential and semi-presidential systems and the variety of formulas that are categorized, sometimes misleadingly, as parliamentary, looks at the conditions that allow a political form to perform as intended. He concludes with a detailed proposal for a new type of government: alternating presidentialism.
