Democratic countries vary widely in the extent to which the administration of the electoral process facilitates voter participation, showing a great deal of variation in everything from voter registration to the casting of ballots. This book is the first systematic study to investigate why it is easier to vote in some democracies than in others. It develops the concept of election administration inclusiveness, which considers all of the administrative requirements and procedures that a citizen confronts in exercising his or her right to vote. It then draws on in-depth case studies from Central America and data from Latin America more broadly to address how political parties and other actors interact in constructing election administration rules and procedures. Using a theoretical framework centred on electoral threat, party capacity, and electoral management body composition, the author identifies multiple pathways to inclusive and restrictive election administration. This book examines the dynamics behind shifts in voter registration rates across the states and adopts a framework of collaborative governance with election administration at its center. The book starts by introducing readers to the “voter registration gap,” an aggregate measure of variance in voter registration, and demonstrates how it fluctuates between federal elections. To explain why this variance exists, the author examines the relationship between federal reforms, such as the National Voter Registration Act (NVRA) and the Help America Vote Act; and state-level reforms, such as Online Voter Registration. Thessalia Merivaki argues that the weak relationship between the two is not surprising, since it hides dramatic variations in administrative practices at the local level, which take place in shorter intervals than the most frequently used two-year estimates. In closing, she shows that challenges to successfully registering to vote persist, largely because of how, when, and where eligible citizens have to register.

The concept of open data is based on the idea that data should be freely available for anyone to access, use and share. In recent years, the concept has taken root as an increasingly accepted practice for public and government produced data, with data seen as a public good, and data infrastructure as the key to accessing it. Publishing election data as open data has numerous benefits: it provides civil society, citizen journalists, electoral observers and citizens access to the same detailed information that was previously only available to selected stakeholders such as large media outlets. In doing so, open data allows all interested stakeholders to follow and understand the electoral process and can enable more inclusive, transparent and trusted elections. In spite of the potential benefits of open data, election data is often not available in government open-data platforms and election data that is published often does not comply with open-data principles. The aim of this publication is to encourage electoral management bodies to increase the application of open-data principles. It provides guidance for improving the practice of data publication towards a more open approach.
