Can too much participation harm democracy? Democratic theory places great importance upon the conduct of elections, but it is not often recognized that the electoral game takes place in two arenas, not only between parties but also within them. This pioneering book presents a new approach to understanding political parties. It sheds light on the inner dynamics of party politics and offers the first comprehensive analysis of one of the most important processes any party undertakes - its process of candidate selection. Candidate selection methods are the mechanisms by which a party chooses its candidates for the general elections. It may be the function that separates parties from other organizations. For such an important function, this field has certainly faced a dearth of serious investigation. Hazan and Rahat, the leading scholars on this topic, conduct an in-depth analysis of the consequences of different candidate selection methods on democracy. This book is a culmination of almost two decades of research and defines the field of candidate selection. Part I of the book delineates candidate selection methods based on four major dimensions: candidacy; the selectorate; decentralization; and voting versus appointment systems. Examining the development of the process of presidential selection from the founding of the republic to the present day, James Ceaser contends that many of the major purposes of the selection system as it was formerly understood have been ignored by current reformers and modern scholars. In an attempt to reverse this trend, Professor Ceaser discusses the theories of selection offered by leading American statesmen from the Founders and Thomas Jefferson to Martin Van Buren and Woodrow Wilson. From these theories he identifies a set of criteria for a sound selection system that he then uses to analyze and evaluate the recent changes in the selection process. Five normative functions of a presidential selection system comprise the author's criteria: it should minimize the harmful effects of ambitious contenders for the office, promote responsible executive leadership and power, help secure an able president, ensure a legitimate accession, and provide for an appropriate amount of choice and change. Professor Ceaser finds that the present system is characterized by weak parties and candidate-centered campaigns that lead to the problems of "image" politics and demagogic leadership appeals. He therefore argues for a more republican selection system in which political parties would be strengthened to serve as a restraining force on popular authority, public opinion, and individual aspirations for executive power.

The "secret garden of politics", where some win and others lose their candidate selection bids, and why some aspirant candidates are successful while others fail have been enduring puzzles within political science. This book solves this puzzle by proposing and applying a universally applicable multistage approach to discover the relationship between selection rules, selectors’ biases, aspirants’ attributes, and selection outcomes. Rare party and survey data on winning and losing candidates and insider views on what it takes to win a selection contest at multiple selection stages are compared and used to reveal the inner workings of the secret garden.
