This book examines candidate selection in nine liberal democracies -- Belgium, Britain, France, West Germany, Ireland, Italy, Japan, the Netherlands and Norway. It describes the methods by which parties select their candidates; analyses the factors which influence the form of selection used; and considers the consequences of candidate selection. The book concludes with an overall assessment of the role of candidate selection in the political process. It questions whether proportional representation necessarily entails centralized candidate selection; whether parties of the Left tend to be more centralized than parties of the Right; and whether different types of candidate selection have distinct consequences for the behaviour of deputies.

Can too much participation harm democracy? Democratic theory places great importance upon the conduct of elections, but it is not often recognized that the electoral game takes place in two arenas, not only between parties but also within them. This pioneering book presents a new approach to understanding political parties. It sheds light on the inner dynamics of party politics and offers the first comprehensive analysis of one of the most important processes any party undertakes - its process of candidate selection. Candidate selection methods are the mechanisms by which a party chooses its candidates for the general elections. It may be the function that separates parties from other organizations. For such an important function, this field has certainly faced a dearth of serious investigation. Hazan and Rahat, the leading scholars on this topic, conduct an in-depth analysis of the consequences of different candidate selection methods on democracy. This book is a culmination of almost two decades of research and defines the field of candidate selection. Part I of the book delineates candidate selection methods based on four major dimensions: candidacy; the selectorate; decentralization; and voting versus appointment systems. Part II analyses the political consequences of using different candidate selection methods according to four important aspects of democracy: participation; representation; competition; and responsiveness. The book ends with a proposed candidate selection method that optimally balances all four of the democratic aspects concurrently, and answers the question 'Is the most participatory candidate selection method necessarily the best one for democracy?' The "secret garden of politics", where some win and others lose their candidate selection bids, and why some aspirant candidates are successful while others fail have been enduring puzzles within political science. This book solves this puzzle by proposing and applying a universally applicable multistage approach to discover the relationship between selection rules, selectors’ biases, aspirants’ attributes, and selection outcomes. Rare party and survey data on winning and losing candidates and insider views on what it takes to win a selection contest at multiple selection stages are compared and used to reveal the inner workings of the secret garden. With a primary focus on the British Labour party over several elections, the findings challenge many long-held assumptions about why some aspirant candidate types are successful over others and provides real-world and controversial solutions to addressing women’s and other marginalised groups’ descriptive underrepresentation. As such, it provides a much-needed fresh look at party selection processes and draws new conclusions as to why political underrepresentation occurs and should inform policies to remedy it. Selecting candidates for elections is a major goal of political parties and a major function of political regimes in democratic systems. With the negative effects of the economic crisis being seen to translate into changes in voting patterns, and citizens using elections to punish parties in government for their roles in economic mismanagement or lack of response to the global economic crisis, a broad examination is required. This book is presented as the first comparative study of the effects of the political crisis on candidate selection covering a large number of countries. Using an integrated framework and unified strategy, it examines how new relevant political actors are really implementing participative ways of candidate selection, whether they are being innovative in their political environments and the extent to which traditionally mainstream parties are changing selection procedures to have more open and inclusive mechanisms as part of internal, or intra-party, democracy. The book illuminates these issues through empirically driven chapters explaining changes in the way candidates for parliaments are selected in countries where new parties have emerged and consolidated, or where traditional mainstream parties have adopted new mechanisms of selection affecting (if not challenging) traditional politics. Additionally, therefore, this work will serve as a response to some current debates in the discipline on the consequences of the democratization of party life, relating political participation and representation. In recent years, political parties and national legislatures in more than one hundred countries have adopted quotas for the selection of female candidates to political office. Despite the rapid international diffusion of these measures, most research has focused on single countries - or, at most, the presence of quotas within one world region. Consequently, explanations for the adoption and impact of gender quotas derived from one study often contradict with findings from other cases. Quotas for Women in Politics is the first book to address quotas as a global phenomenon to explain their spread and impact in diverse contexts around the world. It is organized around two sets of questions. First, why are quotas adopted? Which actors are involved in quota campaigns, and why do they support or oppose quota measures? Second, what effects do quotas have on existing patterns of political representation? Are these provisions sufficient for bringing more women into politics? Or, does their impact depend on other features of the broader political context? Synthesizing literature on quota policies, this book develops a framework for analyzing the spread of quota provisions and the reasons for variations in their effects. It then applies this framework to examine and compare campaigns for reserved seats in Pakistan and India, party quotas in Sweden and the United Kingdom, and legislative quotas in Argentina and France.
