Since the mid-1990s, Morocco has sought to present itself as a model of genuine and gradual reform, with decentralisation as a key tenet of this. Here, Sylvia Bergh investigates the dynamics of popular participation and local governance, testing the extent to which the current structure builds local capacity, or whether it is, in fact, a tool for 'soft' state control. She narrates the realities of local administration and civil society to shed critical light on questions of democratic transition in North Africa. Her assessment of decentralisation and participatory development projects in rural Morocco, and the legal and policy frameworks in which they operate, leads to the conclusion that they have generally not yet led to an expansion of a civil society able to build local capacity or enhance bottom-up empowerment. Grounded in an approach of the 'anthropology of policy', this book makes an important contribution to literature on the democratisation, development and governance in North Africa.

The emerging literature on the so-called ‘Arab Spring’ has largely focused on the evolution of the uprisings in cities and power centres. In order to reach a more diversified and inner understanding of the ‘Arab Spring’, this edited book examines how peripheries have reacted and contributed to the historical dynamics at work in the Middle East and North Africa. It rejects the idea that the ‘Arab Spring’ is a unitary process and shows that it consists of diverse Springs which differed in terms of opportunity structure, strategies of a variance of actors, and outcomes. This book looks at geographical, religious, gender and ethnical peripheries, conceptualizing periphery as a dynamic structure which can expand and contract. It shows that the seeds for changing the face of politics and polities are within peripheries themselves. Focusing on the voices of peripheries can therefore be a powerful tool to ‘de-simplify’ the reading of the Arab Spring and to reshape the paradigmatic schemes through which to look at this part of the world. This book was published as a special issue of Mediterranean Politics.

In recent years, authoritarian states in the Middle East and North Africa have faced increasing international pressure to decentralize political power. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. Based on extensive fieldwork, Local Politics in Jordan and Morocco is an important contribution to Middle East studies and political science that challenges our understanding of authoritarian regimes’ survival strategies and resilience.
