Comparative political study of the Middle East got off to a late start. Unlike any previous studies in comparative politics, this book, first published in 1980, represents an important methodological advance in that it proceeds by themes rather than by countries, and uniquely focuses on three major aspects of electoral politics in three contemporary Middle Eastern states. The three countries – Turkey, Lebanon and Israel – are chosen because they are the only Middle Eastern countries with a tradition of free elections. On the other hand, they also display certain characteristics found in other, non-competitive Middle Eastern political systems, such as the role and prominence of religion. The study is based on extensive original research and presents the first comparative treatment of electoral issues, voting behaviour and parliamentary elites, emphasising the context of rapid socio-economic change – a theme particularly pertinent to those countries with their tradition of free elections. The variety of political behaviour within the countries concerned, coupled with the prevailing complexities resulting from disparities in language and cultural inheritance, makes the comparative approach particularly revealing. The attitudes and behaviour of the voters can be seen to be at least as important as the laws and mechanisms involved.

This volume, first published in 1973, brings together a wide range of Professor Landau’s work on recent Middle Eastern history and politics, reflecting the breadth of the author’s concern and research. The first section deals with aspects of political organisation in the Middle East, largely Egypt, towards the end of the nineteenth century. A little-known plan of the Islamic reformer al-Afghani is discussed, showing him in a rather more political light than the religious haze which normally surrounds this pan-Islamic campaigner. The role of the influential secret societies in modern Egypt is outlined, and the politics behind the fluctuations in the degree of responsibility allowed to Egyptian ministers is examined. This section is concluded by a chapter on two proposals for the establishment of a Jewish homeland in the Sudan in the early days of Zionism, throwing interesting light on the differing aims of early Zionists and alternative historical paths that might have been taken. The second section of the book contains studies on the Jewish situation in nineteenth-century Egypt, focusing on their position within the larger Muslim society and on socio-economic factors, as well as on the career of James Sanua (‘Abu Naddara’), an Egyptian Jew who played a prominent part in nationalist agitation. The two final parts of the book turn to recent and contemporary electoral politics in the Middle East, with special attention being paid to the political leadership and voting behaviour of the Arabs in Israel. Other studies deal with elections in Lebanon and Turkey, and the final chapter analyses the militant right-wing elements in the Turkish political spectrum.

In the post-Cold War, post-Gulf War political environment of the Middle East, a debate about democracy and pluralism has begun. In this work, Heather Deegan challenges the view that political reform is unsustainable in the region, and examines the moves towards democratization which have recently taken place. She discusses individual countries on the basis of their political structures: monarchical, authoritarian, theocratic, confessional and multiparty. She considers factors in the democratizing process such as the institution of political parties, the re-introduction of elections, citizenship with associated rights and responsibilities and the role of Islam. Democracy is not confined solely to a liberal democratic model although political change and greater levels of participation may be viewed as steps paving the way for a fuller democratization in a liberal democratic sense. The author identifies certain constraints which tended to undermine political advances in the past: population mobility, communal division and the impact of the Cold War. She places the possibilities for political reform in the wider context of the Third World in order to assess the degree to which prospects for democracy in the Middle East correspond with general conclusions about democratization in the developing world.
