This Commentary provides the reader with a review of international standards and practice relating to the political participation of minorities. Political participation has been increasingly recognized as a foundational issue in the debate about minority rights. It is argued that minorities are more likely to feel co-ownership in the state if they have the opportunity to participate freely and effectively in all aspects of its governance, and that sustained and meaningful engagement will guard against the sense of alienation and exclusion among minorities that often emerges in ethnically divided societies. Taking as its starting point the two most important standard-setting documents in the field - the Lund Recommendations on the Effective Participation of National Minorities in Public Life, developed by the Organization for Security and Cooperation in Europe, and the Council of Europe's Thematic Commentary on the Issue of Political Participation of Minorities - the Commentary locates the international legal entitlement to political participation within the wider context of the right to democratic governance. It also considers effective participation in relation to the right to full and effective equality, as well as the legal entrenchment of these provisions and implementation mechanisms. Individual chapters then consider each of the principal mechanisms aimed at enhancing political participation, ranging from procedures covering minority representation in political institutions to consultative mechanisms and autonomy solutions. The Commentary draws on a team of experts, all of whom are recognized authorities in this specialized area of minority issues.

In doing so, secondary documents like, journal articles, books, Magazines and reports were used. Data’s were also collected from different Medias and newspapers to get the full picture of the study issue. Accordingly, the paper generalizes that the Oromo use the regional autonomy for complete identification of their ethnic group and the nonterritorial minorities clearly lack legal and institutional protection in the regional states. Ethiopia designed ethnic based federal state structure to respond to the challenges of minorities by developing a counter-majority institutional system. However, the ethnic based federal state structure also creates local tyranny which will further complicated the challenges of minority rights at the local constituent unites of the federation. More importantly, the ethno-territorial organization of the federating unites of Ethiopia left a number of non-native peoples of the country out of the constitutional recognition under the regional constitutions. As one of the regional states of Ethiopia, Oromia Regional State, the largest in size and number of residence, is the major regional state which large number of non-territorial minorities are found. The allocation of home land for each major ethnic group in the country complicated the right of these dispersed non-territorial minorities in the regional state.

Questions of minority representation have long plagued the U.S. voting systems. The standard election often leaves political, racial, or ethnic minorities with little chance of being represented. Race-conscious districting remains the primary policy tool used for providing representation of racial and ethnic minorities in the United States--and it continues to generate tremendous conflict. Can alternatives to race-conscious, single-member districts offer benefits that extend beyond simply providing descriptive representations of minorities? This study examines one such "semi-proportional" representation election system: Cumulative Voting (CV). For over a decade, scores of local U.S. governments have been elected by Cumulative Voting. This provides us with the ability to examine the effects of CV elections over time. Moreover, the use of CV in the United States allows us to compare politics in places that adopted CV to highly similar places that did not. Electoral Reform and Minority Representation shares evidence that CV elections can produce minority representation that matches levels generated with the drawing of race-conscious "majority-minority" districting. It also offers evidence that the quality of democratic processes in CV communities is in several ways higher that those under districts. Given America's growing racial and ethnic diversity, and given successful legal challenges that limit the use of race-conscious districting Electoral Reform and Minority Representation suggests that Cumulative Voting may be a better way to achieve minority representation in U.S. politics.
