An increase in electricity supply by a utility usually involves tre installation of new generating units which often incorporate new technology. It is of paramount importance that the newly installed capacity should be managed properly so that power shortages can be avoided and the cost of production can be controlled to an acceptable level. In order to achieve this, the planning of system expansion has to be undertaken properly. The central hypothesis of this thesis is that electricity generation system expansion planning in developing countries needs to incorporate technological forecasting, research and development, learning curve theory and the transfer cf technology because proper consideration and application of these factors can result in more effective capacity management. This total system approach to capacity expansion planning has the potential of providing better economic return on the investment of capital equipment. This thesis illustrates how these factors can be incorporated into a methodology which may be used to achieve the desired result in system expansion planning. Initially the thesis explores the problems faced by developing countries and formulates an overal plan to overcome such problems. In subsequent chapters a theoretical treatment to substantiate the claim that the above factors are of importance in system expansion planning is developed in detail. Lastly, a case study involving an electricity generating utilitv in one of the developing countries is used to cement together what might otherwise be interpreted as disparate issues with the purpose of validating the methodology proposed herein.
