0.1 Introduction The present volume is about the physics of electromagnetic scattering, not mathematics, and is intended as a reference book for engineering and physics students as well as researchers in electromagnetic scattering. Although the subject is on electromagnetic scattering, acoustic or scalar scattering will be discussed occasionally when it is deemed helpful and advantageous. In the current decade we are witnessing an emergence of inverse scattering theory. Before we embark on this exciting journey, perhaps this is an appropriate time to summarize and assess in one volume some of the important re sults of electromagnetic scattering which have been found in recent decades. Since the end of WW II two significant physical phenomena in electromag netic scattering, optimal polarization and exterior resonant frequencies, have been discovered and a powerful mathematical technique, called the integral equation method, has been incorporated. These physical quantities, which characterize the scattered field for a given scatterer, are not directly observ able but can only be extracted by mathematical means from the measured scattering data. They are given special attention.

Whenever a wave encounters an obstacle a number of processes occur. For large objects we envisage reflection and transmission with refraction and, in ·many cases, absorption. These phenomena can be described with the aid of ray tracing or geometrical optics, but they do not completely describe the interaction. Diffraction also occurs, and this can only be described by the properties of waves, wave optics. When the object is less than or of the order of the wavelength these processes cannot be so simply understood. The whole interaction is governed by wave optics, and the interactions are lumped together under the heading 'scattering'. Associated with the above there may be changes in frequency of the wave. This may arise due to the Doppler effect if the obstacle is moving or changing in time in any way. Also there can be changes in the energy of the object which must be matched by the wave, such as, for example, in the Raman effect.

It has now been almost ten years since our first book on scattering theory ap peared [32]. At that time we claimed that "in recent years the development of integral equation methods for the direct scattering problem seems to be nearing completion, whereas the use of such an approach to study the inverse scattering problem has progressed to an extent that a 'state of the art' survey appears highly desirable". Since we wrote these words, the inverse scattering problem for acoustic and electromagnetic waves has grown from being a few theoreti cal considerations with limited numerical implementations to a weH developed mathematical theory with tested numerical algorithms. This maturing of the field of inverse scattering theory has been based on the realization that such problems are in general not only nonlinear but also improperly posed in the sense that the solution does not depend continuously on the measured data. This was emphasized in [32] and treated with the ideas and tools available at that time. Now, almost ten years later, these initial ideas have developed to the extent that a monograph summarizing the mathematical basis of the field seems appropriate. This book is oUf attempt to write such a monograph. The inverse scattering problem for acoustic and electromagnetic waves can broadly be divided into two classes, the inverse obstacle problem and the inverse medium problem.
