In October 2005, UNESCO Member States adopted by acclamation the Universal Declaration on Bioethics and Human Rights. For the first time in the history of bioethics, some 190 countries committed themselves and the international community to respect and apply fundamental ethical principles related to medicine, the life sciences and associated technologies. This publication provides a new impetus to the dissemination of the Declaration, and is part of the organisation's continuous effort to contribute to the understanding of its principles worldwide. The authors, who were almost all involved in the elaboration of the text of the Declaration, were asked to respond on each article: Why was it included? What does it mean? How can it be applied? Their responses shed light on the historical background of the text and its evolution throughout the drafting process. They also provide a reflection on its relevance to previous declarations and bioethical literature, and its potential interpretation and application in challenging and complex bioethical debates.

"Biological weapons are widely feared, yet rarely used. Biological weapons were the first weapon prohibited by an international treaty, yet the proliferation of these weapons increased after they were banned in 1972. Biological weapons are frequently called 'the poor man's atomic bomb,' yet they cannot provide the same deterrent capability as nuclear weapons. One of my goals in this book is to explain the underlying principles of these apparent paradoxes."—from Living Weapons Biological weapons are the least well understood of the so-called weapons of mass destruction. Unlike nuclear and chemical weapons, biological weapons are composed of, or derived from, living organisms. In Living Weapons, Gregory D. Koblentz provides a comprehensive analysis of the unique challenges that biological weapons pose for international security. At a time when the United States enjoys overwhelming conventional military superiority, biological weapons have emerged as an attractive means for less powerful states and terrorist groups to wage asymmetric warfare. Koblentz also warns that advances in the life sciences have the potential to heighten the lethality and variety of biological weapons. The considerable overlap between the equipment, materials and knowledge required to develop biological weapons, conduct civilian biomedical research, and develop biological defenses creates a multiuse dilemma that limits the effectiveness of verification, hinders civilian oversight, and complicates threat assessments. Living Weapons draws on the American, Soviet, Russian, South African, and Iraqi biological weapons programs to enhance our understanding of the special challenges posed by these weapons for arms control, deterrence, civilian-military relations, and intelligence. Koblentz also examines the aspirations of terrorist groups to develop these weapons and the obstacles they have faced. Biological weapons, Koblentz argues, will continue to threaten international security until defenses against such weapons are improved, governments can reliably detect biological weapon activities, the proliferation of materials and expertise is limited, and international norms against the possession and use of biological weapons are strengthened.

Fewer than 11% of CBD Parties have adopted substantive ABS law, and nearly all of these are developing countries, focusing almost entirely on the 'access' side of the equation. Most of the CBD's specific ABS obligations, however, relate to the other side of the equation-benefit sharing. This book considers the full range of ABS obligations, and how existing tools in user countries' national law can be used to achieve the CBD's third objective. It examines the laws of those user countries which have either declared that their ABS obligations are satisfied by existing national law, or have begun legislative development; the requirements, weaknesses and gaps in achieving benefit-sharing objectives; and the ways in which new or existing legal tools can be applied to these requirements.

The challenges for risk identification, assessment and management posed by genetic engineering and genetically modified organisms are some of the most demanding issues facing many countries and societies today. The evolving field of biosafety has developed in response to these challenges. BIOSAFETY FIRST is a stimulating collection of the latest thinking concerning biosafety science. It is a unique work as its approach to biosafety is holistic, encompassing not only the scientific, but also the socio-economic, cultural, policy and regulatory spheres. It does not claim to give all the answers, but acknowledges the issues and points to the uncertainties and knowledge gaps that still need to be addressed. Drawing on the new scientific field of gene ecology, and advocating a precautionary approach, this book provides a foundation on which countries can start to openly and responsibly appraise these new technologies and their products.

Over the past two decades bioscience facilities worldwide have experienced multiple safety and security incidents, including many notable incidents at so-called "sophisticated facilities" in North America and Western Europe. This demonstrates that a system based solely on biosafety levels and security regulations may not be sufficient. Setting the stage for a substantively different approach for managing the risks of working with biological agents in laboratories, Laboratory Biorisk Management: Biosafety and Biosecurity introduces the concept of biorisk management—a new paradigm that encompasses both laboratory biosafety and biosecurity. The book also provides laboratory managers and directors with the information and technical tools needed for its implementation. The basis for this new paradigm is a three-pronged, multi-disciplinary model of assessment, mitigation, and performance (the AMP model). The application of the methodologies, criteria, and guidance outlined in the book helps to reduce the risk of laboratories becoming the sources of infectious disease outbreaks. This is a valuable resource for those seeking to embrace and implement biorisk management systems in their facilities and operations, including the biological research, clinical diagnostic, and production/manufacturing communities.

Encyclopedia Of Global Bioethics written by Henk ten Have and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-11-29 with Philosophy categories.

This work presents the first comprehensive and systematic treatment of all relevant issues and topics in contemporary global bioethics. Now that bioethics has entered into a novel global phase, a wider set of issues, problems and principles is emerging against the backdrop of globalization and in the context of global relations. This new stage in bioethics is furthermore promoted through the ethical framework presented in the UNESCO Universal Declaration on Bioethics and Human Rights adopted in 2005. This Declaration is the first political statement in the field of bioethics that has been adopted unanimously by all Member States of UNESCO. In contrast to other international documents, it formulates a commitment of governments and is part of international law (though not binding as a Convention). It presents a universal framework of ethical principles for the further development of bioethics at a global level. The Encyclopedia of Global Bioethics caters to the need for a comprehensive overview and systematic treatment of all pertinent new topics and issues in the emerging global bioethics debate. It provides descriptions and analysis of a vast range of important new issues from a truly global perspective and with a cross-cultural approach. New issues covered by the Encyclopedia and neglected in more traditional works on bioethics include, but are not limited to, sponsorship of research and education, scientific misconduct and research integrity, exploitation of research participants in resource-poor settings, brain drain and migration of healthcare workers, organ trafficking and transplant tourism, indigenous medicine, biodiversity, commodification of human tissue, benefit sharing, bio industry and food, malnutrition and hunger, human rights and climate change.
