“Identity politics” is everywhere, polarizing discourse from the campaign trail to the classroom and amplifying antagonisms in the media, both online and off. But the compulsively referenced phrase bears little resemblance to the concept as first introduced by the radical Black feminist Combahee River Collective. While the Collective articulated a political viewpoint grounded in their own position as Black lesbians with the explicit aim of building solidarity across lines of difference, identity politics is now frequently weaponized as a means of closing ranks around ever-narrower conceptions of group interests. But the trouble, Olúfẹ́mi O. Táíwò deftly argues, is not with identity politics itself. Through a substantive engagement with the global Black radical tradition and a critical understanding of racial capitalism, Táíwò identifies the process by which a radical concept can be stripped of its political substance and liberatory potential by becoming the victim of elite capture—deployed by political, social, and economic elites in the service of their own interests. Táíwò’s crucial intervention both elucidates this complex process and helps us move beyond a binary of “class” vs. “race.” By rejecting elitist identity politics in favor of a constructive politics of radical solidarity, he advances the possibility of organizing across our differences in the urgent struggle for a better world.

This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. It is equally relevant to researchers from several social science disciplines, civil society, policy makers, and implementers from the grassroots to national level government.

Examining business-state networks in Egypt (1991–2020), this book highlights the complicity of international actors in facilitating inequality and elite capture. Using interdisciplinary methodology, it argues that Western actors promoting market liberalization have served as central partners in enabling elites to capture the fruits of Egypt’s economic reforms. In the years leading up to the 2011 Revolution, Egypt’s crony capitalism reached new levels of visibility with the appointment of a "Businessmen Cabinet." The businessmen-turned-state representatives ushered in a wave of "market liberalizing" reforms, expanding avenues for the abuse of power. Providing a detailed look at some of this period’s chief beneficiaries, including a number of Egypt’s wealthiest oligarchs, the volume follows their ascent from former President Hosni Mubarak’s first round of neoliberal reforms in 1991 through his last wave of reforms beginning in 2004 and ending in regime overthrow. The final chapter examines the fate of these elites under the brief rule of Muslim Brotherhood President, Mohammed Morsi, and of Abdel Fattah el Sisi’s current military-backed regime. Based on five years of fieldwork and dozens of interviews with businessmen and state representatives, this book offers a unique look into the politics of policy, and inequality, in Egypt. It will be of interest to scholars reading political economy, international development, and Middle East studies.

For developing countries, decentralising power from central government to local authorities holds the promise of deepening democracy, empowering citizens, improving public services and boosting economic growth. This book focuses on two issues: the creation of benefits and opportunities for the poverty-stricken people and the trade-off between FCS and poverty alleviation. At the theoretical level, it explains the essential characteristics of PAFCS, analyses the impact mechanism of FCS projects in poverty alleviation, clarifies the stakeholders and their interests and demands, and delineates the dynamic mechanism of FCS projects and poverty alleviation. Based on this theoretical framework, the current situation and challenges for PAFCS in southwest China's ethnic areas are examined in depth. Project performance was quantitatively measured both for projects themselves and for community farmers. The research emphasises that FCS projects in poverty-stricken areas are not the same as PAFCS, highlights the combination of poverty alleviation theory and ecological compensation theory, and considers PAFCS as an intersection of poverty research and ecological compensation research. Additionally, theresearch suggested that FCS projects are not general poverty alleviation projects, highlights the need for full respect to be granted to the subjective will and value judgement of farmers, including poverty-stricken farmers, takes the lead in focusing on the win–win goal of combating climate change and reducing poverty, and makes a breakthrough in researching some key issues that need to be solved in the practice of PAFCS in the ethnic areas of Southwest China. In order to make progress toward the UN Millennium Development Goals – and particularly in terms of poverty alleviation – business has a pivotal role to play: in terms of core business; purchasing products from the poor; employing them; and selling them affordable services and products. Serving the global 4 billion people at the base of the economic ladder – the Base of the Pyramid (BoP) – with suitable products and services is a new but growing field in research and practice. In the initial years, the focus of BoP was very much on selling products and services to a huge untapped market. Practitioners and academics focused on developing new distribution channels to reach the low-income markets and new technological solutions to address their needs. These first-generation "fortune-finding" approaches are now described as "business to four billion". Over the last few years, however, new priorities have gained prominence. This new value proposition can be framed as "business with four billion" and is "fortune-creating". So-called Next Generation, or BoP 2.0, strategies can bring companies and their target groups closer together. The goal is to co-create new business models as well as product and service solutions together with the target group. Integrating BoP into the innovation process – be it in terms of idea generation, product/service development, production or distribution/marketing – is seen as way to increase not only the impact on poverty alleviation, but also the benefits to the company. This paradigm shift – to co-creation or embedded innovation – in fact closely mirrors a shift previously made by development researchers who argued that the poor should no longer be viewed as the target of poverty reduction efforts, but as partners in, and an asset to, the development process. Bottom-up development approaches – such as Participation, Community-Driven Development, Empowerment, Asset-Based Community Development or Local Knowledge – emphasize the role of the poor and see them as central to the design and implementation of the development process. Even though some BoP researchers consider selective parts of this knowledge in their research, a comprehensive study that rigorously examines BoP ventures from a bottom-up development perspective has not yet been completed. This book attempts to fill that gap. Putting the Poor First examines the applicability of different elements in the bottom-up development literature to the innovation process of BoP ventures. It unveils connections between the two approaches and builds a theoretical base for the case study research. With three in-depth case studies and eight companies participating in a survey, the current state and experiences of businesses applying a bottom-up development perspective with BoP ventures in Latin America and the Caribbean is analysed. The elements of a bottom-up development perspective applied in BoP practice can be grouped into three categories: drivers for choosing a bottom-up development perspective in BoP ventures (e.g. such that products and services are more readily accepted); circumstances that help or hinder the application of a bottom-up development perspective in BoP ventures (e.g. the acceptance of the company by communities or previous experiences with poverty alleviation projects); and success factors when choosing a bottom-up development perspective in BoP ventures (e.g. the importance of power structures, pluralism and self-esteem). The many recommendations, such as empowering the poor by encouraging co-creation and outsourcing innovation, fill gaps in theory, support practitioners and lay the foundations for further research. This will be a key book for BoP researchers and practitioners on the ground. The reconnection of development approaches with BoP strategies puts the poor first.
