Gerade heute steht die „Elite“ erneut am Pranger. Im Jahr 2008 wird die Welt von einer globalen Finanzkrise getroffen, welche auch die Schweiz nicht verschont. Die Aktienkurse der Grossbanken UBS und CS sinken in den Keller. Da die Wirtschaft der Schweiz und die Bevölkerung von diesen Banken abhängig sind, versucht die Schweizer Regierung die UBS mit finanzieller Unterstützung in Höhe von 60 Milliarden zu retten. Anfang des Jahres 2009 wird bekannt, dass die UBS dennoch sieben Milliarden an Boni auszahlen will, was zu breitem Unmut führt. Noch nie in der Nachkriegsgeschichte waren die ökonomischen Eliten stärker in der Kritik als heutzutage. Dabei stellt sich die Frage, wer in den Chefetagen sitzt und wie diese Personen jene Positionen erlangt haben. In einem demokratischen Land wie der Schweiz existiert die Schulpflicht für alle Kinder. Dabei findet idealerweise eine Selektion nach Leistung statt. Die schulisch begabten Kinder besuchen das Gymnasium, schliessen ein Studium ab und bekommen durch die hohe Bildung eine gut bezahlte Arbeitsstelle. Schlechtere Schüler werden durch die Selektion gefördert und nicht überfordert. Es herrscht der Gedanke der Gleichheit bei Geburt und der Selektion nach Leistung. Dadurch sollen die Auszubildenden ihren Fähigkeiten entsprechend optimal gefördert werden. Leider hat sich bereits in den 1960er Jahren gezeigt, dass dies nicht der Fall ist. Kinder aus der Oberschicht hatten die Möglichkeiten ein Studium abzuschliessen und durch die Beziehungen des Elternhauses und deren Kapital war der Zugang zur ökonomischen Elite für sie offen. Kinder aus der Unterschicht dagegen konnten schulisch noch so begabt sein, sie hatten alleine aus finanziellen Gründen schlechtere Voraussetzungen eine gute Bildung zu geniessen. Diese fehlende Bildung und viele andere Faktoren wie zum Beispiel das Geschlecht verschlossen den Zugang zur Elite. The dissolution of the communist system led to the creation of new states and the formation of new concepts of citizenship in the post-Soviet states of Central and Eastern Europe. The formation of national identity also occurred in the context of the process of increasing economic and political globalisation, particularly the widening of the European Union to include the central European post-socialist and Baltic States. Internationally, Russia sought to establish a new identity either as a European or as a Eurasian society and had to accommodate the interests of a wider Russian Diaspora in the ‘near abroad’. This book addresses how domestic elites (regional, political and economic) influenced the formation of national identities and the ways in which citizenship has been defined. A second component considers the external dimensions: the ways in which foreign elites influenced either directly or indirectly the concept of identity and the interaction with internal elites. The essays consider the role of the European Union in attempting to form a European identity. Moreover, the growing internationalisation of economies (privatisation, monetary harmonisation, dependence on trade) also had effects on the kind of ‘national identity’ sought by the new nation states as well as the defining by them of ‘the other’. The collection focuses on the interrelations between social identity, state and citizenship formation, and the role of elites in defining the content of concepts in different post-communist societies. Business leaders exert extraordinary influence on institution building in market economies but they think and act within institutional settings. This book combines both an elite approach with a varieties-of-capitalism approach. Comparing Poland, Hungary and East and West Germany, we perceive the transformations in East Central Europe and in Germany after 1989 as being intertwined. Based on a joint survey, this book seeks to measure the level of the convergence of ideas among European business leaders, assuming it to be more extensive than the institutional convergence expected under the dominance of neoliberal discourse. Analyzing the institutional framework, organizational features like size, ownership and labour relations, and subjective characteristics like age, social origin, career patterns and attitudes of the recent business elites, we found significant differences between countries and the types of organization. The growing importance of economic degrees and internationalization shows astonishingly little explanatory power on the views of business leaders. The idea of a coordinated market economy is still relatively widespread among Germans, while their Hungarian and Polish counterparts are more likely to display a minimalist view of corporate responsibility to society and adverse attitudes towards employee representation. However, their attitudes frequently tend to be inconsistent, which mirrors the mixed type of capitalism in East Central Europe.

In the new edition of his standard work, the founder of one of the most successful lobbying companies in the European Union (EU), Prof. Klemens Joos, bundles experience acquired over more than three decades to form a scientific theory on governmental relations. It focusses on the insight that, in view of the increasingly complex decision-making structures of the EU, the most precise possible knowledge of decision-makers and decision-making processes is at least equally as important to success as the content aspects of interest representation. In a new chapter, the author sets out the formula for science-based interest representation developed by him from his practical experience. With the Treaty of Lisbon, which entered into force on 1 December 2009, the EU de facto became a state territory stretching from Portugal to Finland and from Ireland to Cyprus. The European Parliament became an equal-status decision-maker alongside the Council of the European Union (Council). The previous co-decision procedure was elevated to become the standard procedure ("ordinary legislative procedure"). The so-called qualified majority (55 percent of the EU member states which simultaneously represent at least 65 percent of the EU population) was introduced for all important areas in the Council. As a result, the outcome of decision-making processes has become largely incalculable for the actors on the "European Union stage" - the EU member states, EU regions, companies, associations and organisations. The second edition includes a new chapter, in which Prof. Klemens Joos makes the variables of successful interest representation even more tangible on the basis of his scientific formula: at the latest since the Treaty of Lisbon, the basic prerequisite for successful interest representation in the EU involves the continuous and close intermeshing of the affected party's content competence (of the four "classic instruments" of interest representation: corporate representative offices, associations, public affairs agencies, law firms) with process structure competence (i.e. the EU-wide maintenance of the required spatial, personnel and organisational capacities as well as strong networks across institutions, political groups and member states) on the part of an independent intermediary. The likelihood of success can be increased exponentially if success is achieved, firstly, in committing to the concern of an affected party through a change of perspective such that the positive effects on the common good are shifted into the foreground for the decision-makers in the EU (perspective change competence) and, secondly, in successfully integrating the concern into the crucial decision-making processes at the political level and continuously supporting it (process support competence).
